Yes pve servers would be workable with the flagging system but i dont like the idea of removing the rifts because while i enjoy pve mostly i do like to do pvp sometimes. While i do not look for any pve servers at release i do think that they will be implemented at some point. More players mean more revenue and server choices would bring in more players.

Homefront is not really an advantage if there's population balance issue. There are ganking even at the foot of Eltnen fortress. High level players frantically running around to find the gank squad only get picked and killed off like nothing. Eventually, they got bored and left.
The enemy could also completely block your PvE instance on your land, so no lewt for you. It just a matter of when they got bored and left. If you don't think there are frustration and PvP is easily avoidable, wake up. It's a matter of rushing to high level. Which realm got more people to high level first, they will come right back to the enemy low level land and ganking, blocking instances... They don't even come to Abyss to fight much because ganking and instance blocking are so much fun.
If you think most PvP fight will be in the Abyss, think again. The amount of PvP fights are actually pretty even between Abyss and PvE land. Tons of PvP fights will occur on the PvE land.

No, there is definitely content for the PvE part of PvPvE. There are definitely raids coming. There is crafting. However, the raids are placed in the abyss which is home to pvp. There are atleast 15 "instances" that come to mind in the 1.5 patch which will be included in the retail version of Aion. Most of them are tied in with the Abyss Castles/Keeps, though. So if your faction doesn't have atleast 1 then you're not going to have much to do for a while.
