According to an update from the VG developers, they are unable to fix graphical bugs because they don't have a gfx programmer. Some of the graphical bugs in the game are pretty severe like falling through the world, and others are just very annoying like getting stuck on stairs.
They announced this following a poll they released to the players to see what bugs they would work on next. But when some of the bugs that were voted on were graphical bugs, including the winner, the poll was replaced by another one without any graphical bugs and voting started over.

this isnt really news to anyone who follows/plays the game. The Dev team is tiny and made up of people who are "learning as they go". They have very upfront with people to not expect many of the long standing issues to be fixed any time soon, if ever.
I'm beginning to wonder if they'll ever be able to hire a graphics programmer and fix those bugs. Sad.

At least the VG team gave an honest answer, but it is disgusting that SOE will not allocate a graphics programmer from another team to fix the game. The VG team can not deliver timely content and now it appears they can not fix long standing bugs all the while charging a premium subscription. They expect to maintain or actually grow their subscriber base with this kind of development?
I thought this was why players are paying subs for: to improve the game and get the bugs fixed (especially with a chaotic release such as this one), and then ultimately for having new content added.
That game is now on the market for a couple of years with a tremendously great potential and they still don't have a graphic programmer, nor do they have an animator. Before adding any new content these are aspects of the game that should have been polished / corrected first. I know a lot has improved, but still I don't find it acceptable to ask for a wish list and then having to say that bugged items x, w, z etc. will not be taken into account due to lack of devs.
I also find it strange that EQ2 which had a horrible release was very well fixed, and they made major improvements over the years. So why is it possible with EQ2 but not with Vanguard? Well, there we see where SOE's priorities are and it's a bit of a shame, really.
I let my sub expire because I can't see the dynamic weather using vista, and the main reason I play is for the environment and exploring.
I'll come back when they fix that, which will probably be never. But if they can't allocate the resources to get something basic like that working then maybe I shouldn't come back.
It seems to me they had all these plans drawn up for the Isle of Dawn relaunch, but it must have failed to bring in as many new player as they hoped because they've started canceling a lot of the things they had planned to do. I think it was the last Sony was willing to invest in the game, and we won't see any more unless the subs spike up (which also won't happen without resources).
It really saddens me to see such an artistically brilliant game, with so much potential, get ignored like this. It will be painful when it finally goes offline. I can't really run around the game without being saddened by the emptiness in so many areas, compared to how wonderfully packed it all was at release.
It's like a masterpiece cathedral of game art and music is being left to rot away with the passage of time, until it's gone, and nobody cares to take it all in before it's gone.
What pisses me off is the graphic changes they talking about making in EQ2.

It's a shame that we can't borrow a graphics dev just to fix a few bugs that this game suffers from, it's not like we're asking for any revamps to the current system....talking about revamps, this is a list of what could possibly be added to EQ2 by Imago-Quem (graphics developer):
GPU shadows now in
Shader 3.0 next
HDR lighting
Point light shadow maps
Caustic mapping
Underwater flora
Updated skyboxes with multi-level clouds, god rays etc
Atmospheric haze and heat shimmers
Volumetric fog
Clouds that cast shadows
Fast and expansive grass/flora
Weather revamp
Oceans/water revamp
New shaders for metal/dirt/grass and mount/animal fur
I know that VG has some of this stuff already but it would be nice to at least get the damn stairs fixed lol.

Yeah, they share they same QA team with EQ2, just send their fricking gfx person down the hall too. I do appreciate the honest answer though.
