Well i've took the plunge and ordered a new copy of the game. Would anyone share wih me their thoughts on what a good race and racial traits would be for a PVE combat toon? Or point me in the direction of a good character selection guilde plz

I'm a Gallente so I'm going to vote for it ----
Dominix - This is a great battleship and very low SP friendly. Using a dual large armor rep (LAR) setup you should be able to tank any Level 4 mission. Drones do great damage. Sentries are just totally awesome with two omnitracking links + 2 sentry dmg augmentors. Sentries allow you to fairly easily switch dmg types as well. for instance, when I fight amarr I sometimes sit way back and use Curators. Ogres allow you to passively do PVE
[edit] Btw I only put 2xsentry dmg augmentor I rigs on my ishtar. On domi I usually go 3 x CCC I rigs (capacitor control)
Ishtar (HAC) - I've been using this alot for nullsec ratting, etc. Has same drone bonuses as the Domi. I have mine faction fitted so I can fit more good things on it.
Neither ship really relies on ammo unless you just prefer to use guns for additional DPS. Then you will need ammo.
If you run missions or PVE content in nullsec/Wormholes then the nice thing bout drone boats you can carry ECM drones in your bay. So if a hostile aggresses just stick the ecm drones on them and you can get away.
Hey Pun, welcome to Eve.
First of all, since the release of the last expansion (Apocrypha, on the 10th of March), all character creation guides became obsolete and there is almost no need to upgrade / create new ones due to the simplicity of the new system. Nowadays the only difference races have, is that characters start with their racial frigate skill at level 2. Training another race's frigate skill to level 2 takes 2 hours (don't quote me on that), so choose a race due to RP / Friends / Avatar looks or whatever.
For a new player i would strongly suggest starting out with the so-called "easy mode" race, Caldari (Remember, we are talking about their playstyle, choose whichever race you like. You might want to travel to Caldari space, for the surplus of skillbooks / ships). Main reason for that is that their weapon of choice, missiles, always hit their target and that alone can save a lot of headaches. Also, missiles depend less on support skills to be effective on entry level and can change damage types.
You might want to try another character when you are more experienced, since all of them have pros and cons, but that's up to you. I can pull a number off my ass and securely say that 80% of Eve players started / tried Caldari and then moved to something else, so no hard feelings.
Other than that, the only advice i can give you is to do the tutorial, join a corporation as soon as possible and never fly what you can't afford to lose

If you planning on missioning Caldari ship skils are a good choice. It is true there are no attribute differences between races anymore.
Progression goes something like:
Kestrel - level 1 missions
Caracal - level 2 missions
Drake - level 3 missions
Raven/Caldari Navy Raven - level 4 missions
The beauty is that those are all missile boats and missiles, in comparison to gunnery skills, are quicker to train and slightly more effective to use at early on. Also, only thing you have to worry about is the max range/damage type whereas with gunnery you have to worry about falloff/optimal range along with damage type.
Once you become familiar with the combat system, you should be able to fly level 4 missions in Drake with less than 3 million skillpoints.

Caldari by miles for missioning which is most's idea of pve combat.
Caldari also wins for mining before you actually get into the non racial mining barges.
I'll play along and say caldari as well. Mainly because of the Drake and the Raven.
However, gallente - with their drone boats - could be a good alternative.
I, myself, have always been minmatar, so I'll recommend them aswell. They're a bit more skill intensive, and some call 'em "hard mode" (as opposed to caldari being "easy mode")
To everyone saying that missiles can change damage-types and all.. So can everything else, to my knowledge. (Projectile turrets can...)

But it is true, best to chose whatever race you like and train up the ships you prefer.
Caldari ships are great choices, but the Domi is s monster for tanking and solo mission running.

Surprising to see so many votes for Caldari. Keep in mind the overwhelming vast majority of ships in this game is for PVP as well as a great amount of content.
For instance ask me POS shooting is a lot like PVE. After all, we are shooting at NPCs. However there is a chance an enemy fleet may show up and attack. This is an exciting dynamic variable you will never find in pve missions
Perhaps you might be that rare player that is content to stay in Empire and farm the same missions over and over for years and years. But most pve'ers I know branch out and do a bit of PVP so they can play around with the other ships like Recons, HACs, etc.
For PVE, you'll swiftly find the tree pretty much ends around Battleships and nothing else is really all that viable. Not very exciting for most players to just fly the same ship over and over.
EVE really isn't a PVE game per se. You can be attacked and most likely will be harassed bigtime in overcrowded Caldari space by ninja salvagers, etc.
And by attacked I mean harassed by ninjas
Gallente - Dominix + Sentry Drones
IMHO Amarr are the way to go! Lasers are a good choice along with the armor tanking, large empire area to do business and missions in. Ive done very well for myself over a year now.
