EVE, from a technical programming schemata standpoint, is a masterful creation. It Alt-Tabs faster than Minesweeper and it has the footprint of uTorrent. Amazing software, but you're really pushing it with those specs. Add 512mb RAM and I'd actually say you might be able to run it. It scales down gracefully but don't expect to be managing a combat overview gracefully.
Fortunately, you can skill, travel, operate the market, and do all but demanding combat even with horrible specs.
The bottleneck will be the graphics card, honestly. I'm not sure if i read the specs of your card correctly, but it seems it doesn't support smart shader 2.0, which is a requirement for eve since the last expansion. There are way around it and you can certainly launch the client with a few dirty hacks, but it won't be very stable.
I'd suggest getting a slightly better box. Eve will run flawlessly on an athlon xp, 1gb ram and a geforce 6600.

No, it won't. Not to be rude, I'm not sure how you get much of anything released in the last 5 years to run with a single core, 1Ghz proc.

I can run guild wars at decent settings (max details/textures, 1024x768). I dont want to run eve on high details, just decent so i can play.
Just get the free 14-day trial. If it works, great. If not, well, either way you'll know.
