Most of the content is definitely solo-able. Much of it scales when you bring in more heroes, but major elements like the Nemesis system and the UNITY missions can all be played by solo players. There are a few areas that we recommend more than one hero undertake, but they are far from the majority of the content.
It isn't easy to strike a balance between those that want to play the whole game by them,selves and those that want challenges for a team of heroes. We're constantly working on making both experiences better, so thank you to everyone for your feedback and support.

Yes I think he meant dungeons scale with group size (hopefully better rewards for 5 players per player than if you went in solo). He didn't mention anything about scaling with levels.
He claimed that a majority of content will be solo-able and I'm sure this includes a lot of open world zones.
I realized something about group play long ago, it doesn't really reward good playing it rewards you for having to put up with a group. I get the same drops if my PuG sucks as I do it my guildies spank it like a naughty school girl. That's why the more people you have the better the loot you are rewarded for being able to hang around with X number of people. It's like herding cats with a cup of warm piss. Also: half the cats are stoned. And a quarter of them are on fire.
I dunno..I always have more fun when I'm with a group of folks, but I think Cryptic will allow folks to do both

It would be a great concept to reward HOW WELL you do as opposed to just doing it. That would also prevent the 'leeches' from having their guildmates drag them through instances and whatnot. Granted, I do that from time to time since I can, but it's always more fun to run things the correct way.

I think you have valid questions for clarification, but I don't think his response can be interpreted to provide you with an answer. However, if you read the original question, I think you'll have a better understanding of the response.
