Seriously, i would like to know how blizzard are doing things. I don't understand they dont learn from their mistake. Today is maintenance day and they can afford a good playable game. For my part, character creation should be put off during the maintenance day. Too many random players creating toons just too trashtalk and jumping around killing mobs just for the fun while other playres are trying to play. I'm a casual and i have under 15h/week to spend on WoW and each week are the same thing. Server are laggy as hell.

Yeah. Ban all those players jumping around, killing mobs for fun. What the hell are they thinking?
my point is not banning people. My point is to make some restriction while maintenance's day. Like no chacarter creation until all realm are up or things like that. Kinda simple no?

I don't usually defend WoW, but I feel I have to in this instance. This isn't some design flaw or mistake Blizzard continues to make. If your server is laggy then you should probably find another one, especially if you're far away from where your server physically is.
Just remember that you're there to have fun just as those other people are.

You cannot stop players making new toons, some might be new players or players that really want to start a toon on that server, its impossible for blizzard to know wether they are there just because they have to get their WoW fix.
But hey all extended maintainence is good.. means those servers are getting instance uograde, my server was upgraded the other week and so far not seen a single "additional instances" message.
Those people pay their subscriptions as well as you, so why shouldn't they be able to play when their server is down?
If you know that extended maintenance days are that annoying to you personally, why do you log in yourself? I do already have some chars on different battle groups just for such an occasion and that is the only time i play them, but why should someone who didn't plan ahead or is new to the game be penalised when they pay just as much as me to play their game too??
It must be Thursday, i never could get the hang of Thursdays.

I think everyone in this thread has missed the point in what the OP was trying to say.
I agree with the OP in that when your server, and a few other servers are up, people will roll level one toons because they'd rather be ingame doing something rather than waiting for a forum thread to update. Eventually they make a raid as more and more people create characters and sometimes raid hogger for example. But in doing so they knowingly create lag, spam with immature chat and generally annoy the residents of those servers.
However its only a temporary problem, not one that requires blizzard to activly resolve.
Not missing the point at all, but again we are in to the realms of punishing every player for the actions of a few idiots. There are probably far more people that roll a low level char to play quietly while they wait for their own servers to come back up than there are those that spam chat etc. but of course you don't hear from them and it is just the loud few that are chosen as a representation of the many.
As you have already said though it is a very temporary issue, normally no more than a couple of hours most of the time and it happens to virtually every server at some point, but again rarely.
