I don't think it is currently better then CoX. I think it is different. So if you have played CoX and want something new that is a bit different then CO is a good choice. Maybe in a year it will be better then CoX but right now it has slim content and numberous bugs and balance issues.
Other then the character build differences the addition of stats and slots for upgrades is nice. The game play is kinda like wow meets cox. So if you wanted more environments and you wanted more then just instanced missions with outdoor missions and areas then CO is good.

There is only 2 things CoX has over CO.
1) A SLIGHTLY better Character Creator. (it has has 5 years of add ons. CO will beat this is a update or two)
2) More zones to explore. (Again CoX has had 5 years to add more zones. CoX had 10 zones at the start and 4 were hazard areas. CO has 5 zones but they are 4 times bigger then CoX largest zone. More zones is not always a good thing WoW has lots of areas but its not a better game.)
CO is CoH with better graphics but less conviction in the comic book theme. If your personal bias is the self development of your avatar go CO, if you want to enjoy being a character in a comicbook world go CoH.
If you are currently playing and enjoying CoH with its instanced missions and quests coming to the open world of CO will likely see the respawns intrusive and obstructive to immersion or involvement. If you are playing COH and just like making one character after another, you'll probably enjoy CO more....
Sadly neither game ticks all the comicbook/mmo boxes satisfactorily; in the case of CoH this is due to its age and versatility of its engine, in the case of CO its a direct consequence of design descisions and imo a lack of commitment to the theme.
If you are looking for something fresh or original in the mmo market - keep looking.
For me it would be CoX. As it goes, I can't compare the two; outside of being Superhero themed and both MMO's they are way too different to me, to be paralleled.
Honestly, I'm having more fun with CO than with CoX. To me, the combat system is really fun (especially if you use a 360 controller), and the character creator was incredibly deep and easy to use. I was able to make a punk-rock cyborg, an upstanding member of society who just happened to be a demon from the netherworld, and a mad scientist with rocket boots. Of course, CoX has more options at the moment as one member already said, but with a few updates, CO can trump CoX in that department. Having the ability to either start as a pre-made class or creating your own really helps as well, and it seems CoX is paying attention, as they're implementing a similar system in their game.
Also, the travel powers are a lot more fun to use in CO, and I don't feel gimped with which one I choose. In CoX, if I wanted my character to fly, I would have to deal with Hover, which was incredibly slow and felt like I was a flying tank (and not in a good way either.) In CO, when I choose Fly, I'm flying with the big boys right away. I also don't have to just "fly," I have tons of different visual effects, like the classic "FLAME ON," or the aforementioned rocket boots. It helps give my character more personality.
My problems with the game are small, but worth mentioning. The instance-based game world helps keep the population small enough so I don't have to camp for a quest, but the world feels less cohesive and not as "alive" as CoX or WoW. There are still plenty of graphical bugs and glitches, and the 360 controller doesn't work in PVP for some reason. I also don't like the humor of the game, it feels half-hearted and just thrown in, unlike Blizzard, who has become something of an expert of hiding little jokes in their games. I can't tell you how lame it is when you're flying around Canada and a bunch of Lost references bombard you in quest after quest.
In the end, I don't know how long the game will keep my attention, but it's already helped to break my recent WoW obsession, so it's a start. It's a fun game with a lot of open possiblities for players to make the character they want to make. I'm excited to see where the game is heading, and what the role-playing community will come up with (assuming one will be created.) I don't know if it's worth $50 to you, but it is to me.

Mission Editor is great if it didn't have EXP to it Or just a exp for the size of the mission and type of mission. To many people just powerlevel from that. That to me, isn't fun. Also I hated only having 3 Mission up.
CoX has more character types. You get more options in CO but CoH has more models. Thats why I said in a patch or 2 CO will have more models.
There is no way I can compare these two games in there state now. The City of Heroes franchise has undergone various updates that have improved the state of the gameplay over and over. I think it might be better to try and compare these games at their launches.
Because lets really go back to CoX when it first launched, the expectations for MMOs were a little lower, the character creation was not well defined, and there were many balancing issues for powers. We can even get into the first turn off I had with the game, and that would be the crap travel powers until later levels or even the overall slow build to having a powerful well...Power. "Oh...I have to Hover before I can...Fly?"..."Oh wait, I need to buff my fly power with these little items?" With CoX it feels like your starting out as a nobody and then slowly building to a sub-par hero.
Where as Champions I feel like your starting off as a Hero and building towards being a badass evil stopping machine.. until DO (Desperados Online, It's the best I got guys), where you brutally murder Champions. Nevermind the fact that there is slightly less content. Yeah the powers are being nerfed back and forth, and there is overall less powers. I mean come on people...CoX had no capes at launch..,They created a "Super Hero" game with freaking capes.
The reason why I am loving Champions is because this is a fantastic framework (Not to say its not complete), for a great experience. These upcoming years are going to be just great fun, because the content that took time to add in CoX, is already found in CO, and anyone who doesn't know just how much content and fixes cryptic can churn out, here is a little example. Almost everything that people mentioned liking in the above posts, were things added later by Cryptic, and were not original content with the game.

The mission editor is why I left CoX after 4 years. The zones became empty and everyone was farming. The mission editor ruined CoX. I am very happy that Cryptic did not add a mission editor the way NCSoft did.
I am having a lot of fun in CO. The graphics are far better. The missions are more unique (and quite frankly, they all don't look the same) The combat is more unique. The classless system is a really good feature.
There are some issues, though. I wish teaming was easier as in CoX (I thought CoX found the best way to find a team) I wish the shards would hold a bit more people. The game will grow. CoX has had a 5 year head start. We will have to wait to see where CoX is in 5 years.
