Well if Net Devil isn't smart enough to know their own player base we will have to take matters into our own hands. I call upon all PvP players whom wish to have a JGE PvP server to come forth and be recognized. The proposal: We bid our time and basically take over the most populated server when the game releases and declare it the unofficial PvP server. We shall blockade any road we can, we shall take over any part of space we can, we shall rule the "instances", we shall rule the market as well. We shall undercut every single price on the auctions that we know are placed there by solo/casual miners that refuse to PvP. In an organized and efficient manor. How will we know who is who and whos prices to under cut? Simple those who have not signed up in the forum linked below and those who do not take part in our rule set for the server. What are the rules you may ask. Every single person on the server flags for PvP from day one. We comply with a faction specific kill rule (if this isn't all ready in effect via the game rules) that we only kill those of another race. If you are Octavius and know of an Octavius player not conforming to the rules of the server you are to tell one of the other races so that they may deal with the person. There will need to be a certain amount of cooperation between the races as the basic goal is to run off the PvE players not each other. The goal will be to rid the server of anti PvP players. We will do every thing in our power to make the game play as difficult as possible for them. When successful on the first server perhaps if Net Devil has yet to open their eyes we will move onto another server and do the same thing. Wash and repeat until all servers have been purged of WoW kiddies and solo/casual anti PvP players whom have basically been catered to by Net Devil while we (The PvP players) have been left to twist in the wind. I'm 100% the proposal to get a PvP server with less safe spaces, no PvP flagging, no gate permanent safe areas, no auto docking, economy based on item loss/degradation, no red reticule, etc. In fact, most likely I won't even play the game if I don't get a more challenging game than what we foresee at the moment.
Plus Drogtor is completely right, you won't be able to do what you intend since the game won't let you. And starting forum wars, flames and moves like this will only push people away from the game.
If we get a decent number of less_hardcore_interested_players maybe the devs will realize that they can add to their revenue by providing another ruleset server type.
If you did play JGC I was Sinupe (EU) and the original Qork (US before I passed it to Ridgeway and moved back to EU), you'll find no other squad more commited to PvP than Nazgul. Still this is NOT the way to go.

The whole argument surrounding PvP in MMOs is a red herring, there are plenty of games for PvP just in a different genre, FPS and RTS games. The folks how go on and on about PvP in MMOs in terms like the OP are largely people who want to take the unique level adn group advantages offered by MMOs over FPS and RTS games to prey on weak targets. Mind you I am not speaking of all MMO PvPers, just the ones who are lamenting things in teh terms the OP is - has to be open world, has to be serious DP (after all what is the point of griefing people if they don't suffer sufficiently for the loss), has to be unrestricted and without any system of consent (allthough I agree some consent systems are stupid), etc. Fact of the matter is, and it really is a fact, that MMOs are unique amoungst video games in so far as there is great disperity in resources, power, and skills based on level or playtime and the only legitimate reason to argue that the game shouldn't account for this in its handling of PvP encounters is if you just want to get your rocks off with easy ganks.

As for the death penalty, a hot issue, personally I think it should exist because of two major issues:

- to avoid quake in space (let it be noted that I'm aware that if people are afraid of losing something they might refrain from PvPing)

Seems I'm far from your preferences but this doesn't mean I have to flame to hell and back. People that say "I don't like to PvP" deserve as much respect from me as my "hardcore" fellows.
I didn't respect the previous NetDevil community manager because she said something like: "I want a game that gives the less skilled player a good chance to beat the skilled player" (not a quote, was too long ago).
I had the good fortune of being one of the top JGC combat pilots and I always took the time to teach anyone that wanted to learn the ffine art of JGC's combat . But JGC was too hard to learn and people left 10 minutes after they started and never even had the chance to enjoy the game.
Skill is what I'm 100% for. I want "easy to learn, hard to master".
There's a lot of other stuff that I want from JGE but I do try to put my ideas forth and will give the developers a chance by testing out the beta and substantiating my claims/ideas with hard evidence from it.
If the devs fail to provide me with the kind of game I want I will simply not play it.

It didn't take long for that game to totally tank because people just wouldn't risk things it took them time and effort to get in PvP especially when it was so common that the fights where uneven and of a nature that they had no chance anyways.
There just has to be a system, or series of such, to deal with the unfortunate reality that where there are discrepencies of power they will be abused in an MMO PvP system. Otherwise you will will do what other such 'crush to win' games have done and start off with the gankers and the rest going strong and then as the gankers have their cake and eat it too the bulk of the players will disengage from PvP or the game alltogether and then once the easy marks go away loe and behold the gankers go away too even though they have what they claim they wanted - that open world death hurts a lot PvP because the reality is they want to gank.

I am a EVE beta player(over 5 years) and a level 50 JGC player(Octavinan optimus).
So lets say you and your gank buddies make pests of yourself,well in the old JGC there was a simple way to handle pests everybody launches and goes after the pest,faction or other differences are forgotten until the pest is killed or leaves the game.
There was a pest on JGC his name was "rollo".
So go ahead try to be a pest,the veteran JGC players will deal with you in the same way,and then you will complain about everybody shooting you all the time but no one will listen,why because you have gotten what you so deperatly wanted pvp all the time everytime you launch.
It's highly amusing to me to see so many of the same re-hashed arguments about people who enjoy PVP enabled servers:

It's really amazing to me how MY choice of playstyle is viewed as an immoral way to play a game. In fact, when you actually look at the way carebears describe people who like PVP in their MMOs (Griefer, ganker, consensual, non-consensual) it becomes clear that carebears actually see the PVP crowd as criminals who want to virtually RAPE them. They are so pathetic that they've invented a vocablary explicitly focused upon treating ANY action that thwarts their own intended game plan as somehow being morally wrong. Serisouly, how much do you hate life that you have to crawl into a virtual world where you can be a hero without ever losing to someone else? It's really no wonder that the casual, carebear crowd is catered to so much, because they are in fact the majority. The bluecollar, middle management, middle and low class simpletons who let themselves be picked on, pushed down, and made to feel pathetic at everything else in life. I suppose that at least in the virtual world, they can pretend that a gear treadmill like WoW actually can lead to some sort of misguided pride by achieving some new level or rare drop.
And yet, every new carebear game that hits the market ultimately fails to retain even 40% of their initial subscriber base. The same casual friendly "Kill, loot, repeat, keep your hands off me" mentality gets used over and over again and every time it does, we hear the same old arguments being made and the same predictions coming true. The game fails, the casuals leave for the next game, and the PVP crowd has the dubious honor of saying "I told you so". Then the cycle repeats, another MMO goes down the crapper, and the casuals still don't learn their lesson.
Actually all we want is a PvP server and like I said if they are not smart enough to give us one we will take it.

Like I said if net devil will not give it we will take it, the game was supposed to be a PVP game from the start but Net Devil has listened to the WoW crowd. The crowd who will abandon the game and return to WoW after the first 30 days. Those that cried and preached for it to be a care bear game will just have to deal with us pissing in their cornflakes on the most populated server as we wreak havok in with the economy and poach their mines and mobs.

PvP is fine ,sadly most muppets decrying the need for PvP are not really asking for PvP they just want a capability to gank and grief and fight people who don't wan't to fight.
PvP where it is consentual and the use of a flag is available is just not good enough. Enforcing fair PvP where people can never be outnumbered so the no risk gank scenarion occurs would be interesting because we would see the real PvPers coming out to play.
But again sadly this is not what is being asked for and as such is a non starter as it will kill the game. I hope they do have a PvP only server but in the same breath also hope that they spend no time developing this we would not want time and effort diverted developing the real game would we.

Most EVE wannabe PVPers just play pirate hoping they can get you to shoot them first so they have an excuse for bringing their friends against a PVE equipped pilot.
EVE already has PVP server... It's called lower-than-0.5-sec-space... But not a great load of people going there - at least not the "vocal" ones at least.

I think we're straying away from the facts related to the issue here. There are many wonderful arguements posted above mine. Lots of articulated defending one's point of view. Lot's of innuendated persuasion. All of it...... completely pointless.
Let me share some examples to prove it to you:
1) I just get a brand new cruiser. Got some neat gear to equip on it. Ready to tackle the next higher difficult tier of missions. I'M STOKED!!! I start heading to my new mission area. Jump thru the gate to the next zone. Now..... on the SERVER, I immediately appear in the destination system. However, my computer is still on the loading screen as it loads the zone and mobs and players, etc. Whose sitting there camping the gate? Like 5 "PVP players" in cheap frigates with cruise missles. All of a sudden, I end up in my clone facility shipless and gearless. I promptly fume and /gamequit.
Beta testers of EVE should remember this. Yes kiddos, you USED to be able to load cruise missiles on ur frigates!!! It provided a myriad of useful options in PvE that were stripped because of "PVP". Everyone used to pop up in the center of the system so there weren't even any sentry turrets to protect you. Pretty soon there'd be so many wrecks and CONCORD around that lag was ridiculous, making a concerted counterattack nearly impossible and effectively locking down that system. (Remember Jita?)
2) I'm running around farming stuff or questing to level my toon or whatever. I finish a quest in my current zone and DING!!!! WOOOHOOO!!!! I look in my quest log and my remaining quests in the area have gone grey. Time to move on to a new area. I check my map and follow the road to the edge of the zone and surmise that this road will take me to the next area with new quests and more dificult mobs. At the edge of the zone, I run into a player of the opposing faction. This player is max level with WICKED looking gear. I stop and just gaze for a while in amazement. He points at me, laughs and flaps his arms like a chicken. Annoyed, I continue on my merry way. Suddenly I'm hit for an amount of damage that's easily 20x my current health pool and die. I run back to my body and he's still there. This pattern happens over and over as I inch my way over to the safe zone and wait out the PVP flag timer. I decide to stay in the zone and try farming for rares. The other player follows me. I ignore him and continue on my merry way. Oops I pulled 1 or 2 too many and I instinctively AoE which strikes the opposing player for a paltry 1 dmg and flags me a HOSTILE. Again hit for damage that should've atomized me, I die. Now the said player crouches and stands repeatedly over my head in a makeshift "teabagging".
It's obvious what game I'm talking about here. Let's think about this, this kill took absolutely NO SKILL AT ALL. To 1-shot me like that, the opposing player had to be TWICE my level, at least. His character therefore, INHERENTLY stronger than mine no matter what gear or talents I have trained. It would be simply IMPOSSIBLE for me to beat this player, yet here he is. 1-shotting me and having a blast while doing it. Sound like a player that likes a challenge? I think not.
It is my personaly opinion that PvP is the ONLY way to measure one's skill in a game. Mobs will only do what they're preprogrammed to do. Only a real live player that can think outside of the box, will truly test your skill. I LOVE to mix things up with other players, but in FFA PVP servers, 90% of the PVP incidents will be similar to the above examples. That's just cold, hard FACT. No matter the intentions, or articulate debates, the facts are still there and they do not lie. The few will ruin it for the majority unless the majority do something about it.
In this sense, the majority happens to be the cashflow for the company. It also happens to be people that like PvP "WHEN THEY FEEL LIKE PVPING." This is a game, not real life. If I go sailing on a big ship near africa, will I get attacked by somali pirates? More than likely, yes I will. Do I have to deal with that stress in a game I PAY to play and relax and have a good time? No, I don't.
Catering to the majority = paychecks for company. Catering to fat, pimply, ear gauged and nose pierced rebels without causes, or good paying jobs for that matter = Chapter 13 bankruptcy.

I love PvP, but there is a reason I avoid FFA PvP games/servers and you need to look no further than the OP to find the reason.

So lets say you and your gank buddies make pests of yourself,well in the old JGC there was a simple way to handle pests everybody launches and goes after the pest,faction or other differences are forgotten until the pest is killed or leaves the game.
There was a pest on JGC his name was "rollo".
So go ahead try to be a pest,the veteran JGC players will deal with you in the same way,and then you will complain about everybody shooting you all the time but no one will listen,why because you have gotten what you so deperatly wanted pvp all the time everytime you launch.

It's highly amusing to me to see so many of the same re-hashed arguments about people who enjoy PVP enabled servers:
1. They're gankers and griefers
2. They want to hurt the game
3. They are a tiny minority
4. They should go play a different MMO
5. They are predators looking for easy prey
It's really amazing to me how MY choice of playstyle is viewed as an immoral way to play a game. In fact, when you actually look at the way carebears describe people who like PVP in their MMOs (Griefer, ganker, consensual, non-consensual) it becomes clear that carebears actually see the PVP crowd as criminals who want to virtually RAPE them. They are so pathetic that they've invented a vocablary explicitly focused upon treating ANY action that thwarts their own intended game plan as somehow being morally wrong. Serisouly, how much do you hate life that you have to crawl into a virtual world where you can be a hero without ever losing to someone else? It's really no wonder that the casual, carebear crowd is catered to so much, because they are in fact the majority. The bluecollar, middle management, middle and low class simpletons who let themselves be picked on, pushed down, and made to feel pathetic at everything else in life. I suppose that at least in the virtual world, they can pretend that a gear treadmill like WoW actually can lead to some sort of misguided pride by achieving some new level or rare drop.
And yet, every new carebear game that hits the market ultimately fails to retain even 40% of their initial subscriber base. The same casual friendly "Kill, loot, repeat, keep your hands off me" mentality gets used over and over again and every time it does, we hear the same old arguments being made and the same predictions coming true. The game fails, the casuals leave for the next game, and the PVP crowd has the dubious honor of saying "I told you so". Then the cycle repeats, another MMO goes down the crapper, and the casuals still don't learn their lesson.
Anyways....... LOL
The smurfs are going to be hiding behind a pvp button too. Might as well place a dora the explorer icon on this game and call it a day.
PvP is fine ,sadly most muppets decrying the need for PvP are not really asking for PvP they just want a capability to gank and grief and fight people who don't wan't to fight.
PvP where it is consentual and the use of a flag is available is just not good enough. Enforcing fair PvP where people can never be outnumbered so the no risk gank scenarion occurs would be interesting because we would see the real PvPers coming out to play.
But again sadly this is not what is being asked for and as such is a non starter as it will kill the game. I hope they do have a PvP only server but in the same breath also hope that they spend no time developing this we would not want time and effort diverted developing the real game would we.

I find Caligulug amusing in the extreme, I'm sure the EULA will address the kind of activity he boasts about and NetDevil will easily take care of the issue. How? By breaking out the Ban Bat and getting rid of the those with the arrested development issues and the game will flourish. Take over a server indeed talk about laughable, how many times have you had to replace your taped up horn rimmed glasses Poindexter/Caligulug?
The OP sounds like some EVE PVPers I encountered... Not the good ones I mean.
Most EVE wannabe PVPers just play pirate hoping they can get you to shoot them first so they have an excuse for bringing their friends against a PVE equipped pilot.
EVE already has PVP server... It's called lower-than-0.5-sec-space... But not a great load of people going there - at least not the "vocal" ones at least.
So, the OP just sounds like one of those wannabe's that want to be griefing newbies that started playing EVE some 2-3 hours ago, but shy away from a real challange.
if a specific game doesnt have the type of server you want why even bother buying said game until it does, thats the only kind of message devs really pay attn to, sales and subs, sales and subs, ill say it again devs only change things based on sales and subs.
If you are talking about a system like DFO, no thanks, I'm already sick of the politics and lack of pvp. Keep JGE the way it is so I can have a PvP mmo that delivers PvP with twitch-skill based combat finally. Don't confuse who the enemy is, makes for a boring game.
Try to go find some pvp and find an enemy city. So you start attacking just to find that they are allied with your ally Now what? I guess it's time to roll out to another place and hope there is someone there to fight. Finding PvP is a chore in DFO and I don't have time for that non sense. I want combat and lots of it. What I get in DFO is politics and very little PvP with a lack pve and it sucks.
This post highlights the reason that a minority of idiots should not be allowed to dictate JGE doAnd it is this type of Playerbase that currently ruins MMO games.
JGE stick to your guns and you will do well, we dont need another grief monkey game.

Net devil just flatout bans any and all players who go along with your "plan" and are caught griefing/annoying/harrassing other players until those of you left grow up or move on?
They'll lose a minscule amount of money banning you and your 'troops' compared to what they'll lose from the PvErs' you hate so much leaving.
Plus, your cries of failure would sing much more sweetly.
Edit: And yes, they could ban you with no problem. As you are targeting other paying players in an effort to blatantly disrupt their gameplay experience ( which i'm sure is AGAINST the rules you THINK you can maneuver around ) in order to "blackmail" or "extort" the developers.
You're even nice enough to have forums so the devs can see what's coming ( hmmm, starting to wonder if one of your members may be a dev? Hmmmm........? ).

I think we're straying away from the facts related to the issue here. There are many wonderful arguements posted above mine. Lots of articulated defending one's point of view. Lot's of innuendated persuasion. All of it...... completely pointless.
Let me share some examples to prove it to you:
1) I just get a brand new cruiser. Got some neat gear to equip on it. Ready to tackle the next higher difficult tier of missions. I'M STOKED!!! I start heading to my new mission area. Jump thru the gate to the next zone. Now..... on the SERVER, I immediately appear in the destination system. However, my computer is still on the loading screen as it loads the zone and mobs and players, etc. Whose sitting there camping the gate? Like 5 "PVP players" in cheap frigates with cruise missles. All of a sudden, I end up in my clone facility shipless and gearless. I promptly fume and /gamequit.
Beta testers of EVE should remember this. Yes kiddos, you USED to be able to load cruise missiles on ur frigates!!! It provided a myriad of useful options in PvE that were stripped because of "PVP". Everyone used to pop up in the center of the system so there weren't even any sentry turrets to protect you. Pretty soon there'd be so many wrecks and CONCORD around that lag was ridiculous, making a concerted counterattack nearly impossible and effectively locking down that system. (Remember Jita?)
2) I'm running around farming stuff or questing to level my toon or whatever. I finish a quest in my current zone and DING!!!! WOOOHOOO!!!! I look in my quest log and my remaining quests in the area have gone grey. Time to move on to a new area. I check my map and follow the road to the edge of the zone and surmise that this road will take me to the next area with new quests and more dificult mobs. At the edge of the zone, I run into a player of the opposing faction. This player is max level with WICKED looking gear. I stop and just gaze for a while in amazement. He points at me, laughs and flaps his arms like a chicken. Annoyed, I continue on my merry way. Suddenly I'm hit for an amount of damage that's easily 20x my current health pool and die. I run back to my body and he's still there. This pattern happens over and over as I inch my way over to the safe zone and wait out the PVP flag timer. I decide to stay in the zone and try farming for rares. The other player follows me. I ignore him and continue on my merry way. Oops I pulled 1 or 2 too many and I instinctively AoE which strikes the opposing player for a paltry 1 dmg and flags me a HOSTILE. Again hit for damage that should've atomized me, I die. Now the said player crouches and stands repeatedly over my head in a makeshift "teabagging".
It's obvious what game I'm talking about here. Let's think about this, this kill took absolutely NO SKILL AT ALL. To 1-shot me like that, the opposing player had to be TWICE my level, at least. His character therefore, INHERENTLY stronger than mine no matter what gear or talents I have trained. It would be simply IMPOSSIBLE for me to beat this player, yet here he is. 1-shotting me and having a blast while doing it. Sound like a player that likes a challenge? I think not.
It is my personaly opinion that PvP is the ONLY way to measure one's skill in a game. Mobs will only do what they're preprogrammed to do. Only a real live player that can think outside of the box, will truly test your skill. I LOVE to mix things up with other players, but in FFA PVP servers, 90% of the PVP incidents will be similar to the above examples. That's just cold, hard FACT. No matter the intentions, or articulate debates, the facts are still there and they do not lie. The few will ruin it for the majority unless the majority do something about it.
In this sense, the majority happens to be the cashflow for the company. It also happens to be people that like PvP "WHEN THEY FEEL LIKE PVPING." This is a game, not real life. If I go sailing on a big ship near africa, will I get attacked by somali pirates? More than likely, yes I will. Do I have to deal with that stress in a game I PAY to play and relax and have a good time? No, I don't.
Catering to the majority = paychecks for company. Catering to fat, pimply, ear gauged and nose pierced rebels without causes, or good paying jobs for that matter = Chapter 13 bankruptcy.
