Some people say UO was the best pvp game ever, because it was skill based and not level based. Currently there is only one other game on the market that is becomming the next best pvp MMO to date: Darkfall Online
The developers of Darkfall are pushing against the stream, instead of making just another EQ/WoW clone.

One main problem with darkfall you would face is that you have to grind ALOT to lvl, Aion i would say is fairly good with pvp also might want to check out WAR or mortal online when it releases.

Aion is in open beta, about to launch soon. Its very PvP centric and has leveling difficulty comparable to WoW.
