While I am all for risk in PvP, I think that would just drive a lot of people away from PvP, and their goal seems to be to encourage PvP instead of make it a 'hardcore only' arena of gameplay.

With the 1.5 patch, NCSoft added XP gain for PvP kills. If there is XP gain for PvP kills, there should also be XP loss for PvP death in order to keep things balanced.

The loss in PvP is via AP. Why are you trying to muddy the waters with extra mechanics that mean very litte? AP loss is far worse to a lvl 50 than any paltry xp loss. Pointless masochism.
The exp gained per PVP kill in beta was peanuts. Leveling to 50 on PVP alone would be batshit crazy, not to mention take way, way longer (1v1 fights are long, and groups make the tiny exp split even smaller). Nah, leave it like it is. The tiny exp rewards for PVP kills are merely an extra incentive to PVP, given that you can still make minor progress towards level while doing so, and not feel like your PVP break from the level monotony is a "waste" of time (if you dislike PVP generally).
I'm with others too, in that if you had exp loss on death, people would avoid it like the plague until max level, max exp, especially if it were any decent percentage like PVE deaths.

No offense, but is this your first pvp mmo? Because this is a terrible idea. This has been tried and doesn't work and drives customers away like crazy. The crying about ganking on their boards would be unbelievable. They only way developers can get casual players to even try a game with pvp is if they can point out the fact that you don't lose anything but a little time.
