Good character builder resource?

I am looking for a good resource to help build;d a character, not so much a typical character planner though that would suffice I am more looking for a good source of practical info on skills and character building.  It is kind of difficult to really know from the tooltips what these skills really do and to build a character using just that info.  Ideally, what I could use help with is something that helps translates the Co skills for someone not so familiar with CO but familiar with MMOs in general.

 

I want to give this game a good chance but really feel out of the loop when it comes to characters and skills even though I understand fully how you get powers and train them and whatnot.  Any suggestions?

    It is a great resource and it details every power and advantage.  really you need to use this and the in game power house together to try the abilities once you get them.  If you don't like the ability retcon it and try another.

    One problem I had with the powerhouse is not a skills work in there.  Some require you to charge more power before you can use them and you cannot seem to build power past the default hitting on those crates.  Also, area stuff is hard to test as is heals and CC stuff.

    Dummies build energy in the PH. Area effect powers also may be tested on them. I'm surprised anyone could have been in the PH and not know this.

    As to heals and CC, simply ask someone to duel. many people will allow you to use them as a punching bag for a few minutes to test things. There is a room with running dummies to test snares and mez type stuff.

     This is the best character builder available.

    The last couple PHs I have been in only had crates, though I recall that the first powerhouse I was in had dummies running around a track.  I will look again, maybe they are in a section I didn't see or something.

    Gah, you missed the most important room...the one with the training dummies!!

    Dueling with other people is another good way to test the powers.  The training dummies don't fight back!

    Cryptic is planning to expand our options in the PH in the future, so that'll make it much easier to pick the powers you really want.

    If you want to get serious with your testing, a good option is to go to the test server.  Since you don't care about money, just retcon as much as you can, then experiment like crazy.

    I have an empty level 35 sitting in the test server powerhouse.  Makes it really easy for me to try out various builds.  The only drawback is that I have limited equipment, so I can't fully test all the superstat combinations.

    One way you find a room with boxes and a room you can fly in.  the other way you find training dummys standing in small groups and another room with them walking in a circle.  Somewhere there is also a room in there with lasers you can trigger that will shoot you.  You can use this room to test blocking and healing to some degree although none of the lasers do enough damage in my opinion, at least not enough when you are lvl 30+.

    Yeah, the blue laser does I think 2300 dmg to my toon. I'd like one that does 5000+. I heal 2000 dmg in seconds with regen rank 3. I couldn't even test BCR because my regen heals that much so fast I only have a second or so to read the numbers.

    In the TP room with the boxes, flying up to the ceiling and dropping for fall dmg is a good way to get hurt.
