Take Counter-Strikes base module, and turn It into a fantasy open PvP MMORPG with some major changes.
- It would be one open non-instanced world, with no seperate player made rooms like Counter-Strike, but you could have the ability to create player made custom maps to expand on to the game world.
- You would have one open world that is on a single server like EVE.
- Plate Armor would work like advanced kevlar and cloth and leather for rangers / casters would work like light kevlar
- Weapons would be tiered exactly like guns are in Counter-Strike. So a highly skilled player using a basic 10 gold bronze sword could still stand his own against a end-game Legendary Dragon sword and plate armor wielding player, but the odds would be in favor of the end-game player, but not making him invincible like in Level Based games.
- Archers might seem over powered since they can just shoot from a distance and run but here's one option to balance that out : Let's for example say you have Centaurs as a playable race that rolled as a warrior class, they have a bonus innate run speed, then let's say you use a run speed buff on them that stacked plus a piece of gear that gave + to run speed, this character would be so fast, that It would balance out an archer sniping him from far away, plus He would be wearing Plate armor for extra defense.
- Content would be interesting and there would be a large focus on exploring and adventure with gear as a nice bonus but not an absolute essential.
- A smaller more personalized world, It wouldn't have huge landmasses that spread all the players out really far apart.
- Unique and awesome races, such as ShadowBane's and Dark Age of Camelot's races.
- Open PvP and full corpse looting ( Since gear isn't the end all and be all )
- Could have RvR as a possiblity, so maybe 2-5 different realms with different races but the world is entirely open, so there's always danger of a battle, and you could have friendly fire on as a possiblity to make things more interesting.
So It would kind of be like Ultima Online, Dark Age of Camelot and Shadowbane meet Counter-Strike with some twists and interesting ideas.

Not really. I'm not talking about a PvE WoW mmo though, so I guess you just automatically think when you hear Open PvP ''Broken UO''
But if you even read my post you would know that many of the mechanics would work like in Counter-Strike not like in Ultima Online.
Darkfall was a poor excuse of a UO2/ Shadowbane 2 and look how much popularity It drew. There is definitely a player base for a game like this.
Have you played Darkfall? Pretty much what you described. Mortal Online is also coming out soon.
