Tier one is Level 1 to 11.

Have you ever considered that maybe he did try that and couldn't find out? Hes looking for help, if you can't help him I don't see the logic in posting.
Sorry I do not know, but as far as I am aware that is not the case although you can get a 10day trial for tier one specifically.
WAR has 4 tiers of content (game areas basically) which follow char level progression at roughly 10 levels each tier.
Tier 1 is starting areas, levels 1-11. There's both open world and instanced PvE and PvP in three separate racial pairings (6 largish zones). It is pretty representative of the whole game, although a lot of things are introduced later on. For example a lot of open RvR revolves around keep sieges which are missing in T1 where you fight over battlefield objectives which are not protected by walls. In addition you get your 3 scenarios (instanced PvP arenas) and PvE stuff to explore.
A lot of players consider T1 to be the most enjoyable and polished part of the game, especially if you like to play casual, hence there is always lively action in T1 due to all the alts players create to take a break from later tiers and play the game more like an online FPS with discardable characters. Later on things get abit more complex and some solutions, particulary in open RvR, are not very well thought out and implemented. This is being adressed by the devs although quite slowly.
I would argue that exactly because people think T1-T2 are some of the best parts of the game T1 is *not* representable for the whole game like you say. But hey, that's just me

This is probably the best PR Mythic could have done on this. If you aren't a noob to mmo's you'll easily see through this.
-Most MMO that do the same thing do it generally when they have nothing to lose.
-T1 is sadly not representative of the game
-Prolly the best way to clean up the game forums and get the new players to share positive experience
-This is a way to get the server loads up
-At this point in time nothing good can come out of this
Considering this game is outsourced to korea, and there have been many talks about going F2P over there, it wouldn't surprised me if Mythic/EA is using the US/EU version to beta test the whole thing.
