Quest Giver NPC question

I just got off the new player island and noticed some of the NPC's who give quests have a Red Cup above their head rather than a gold one and also some have what looks like a sliced open Orange above their heads as well. What does each one of these mean?

The red cup means it is a pay to play quest and you have not bought it yet.
