I really love playing WAR and I enjoy the pvp but every time I reinstate my subscription I get my characters to T2 and T3 and theres no more pvp, its like the whole population drops off at level 12. Is there a server/faction combo where theres enough people playing to continue scenario play on a regular basis past T1?

If you stay away from Dark Crag and Phoenix Throne, you should be fine. People i use to play with on Dark Crag that re-rolled on other servers... say Iron Rock, and Gorfang are doing pretty solid still.
Avoid Dark crag and Phoenix Throne those servers are as good as dead I'd avoid Iron rock as well for now because that servers population is starting to look a bit dodgy now.
