MMORPG.com's Garrett Fuller recently spoke with CCP's Noah Ward about the upcoming EVE Online expansion, Dominion. In the interview, among other issues, Ward addresses a CCP decision regarding changes to Motherships.

Talk about the recent changes to the Massive Super Carrier. Many players are calling it a nerf. Can you set the record straight?
Noah Ward:
Unlike most other MMORPGs, with EVE we try to give every class of ship a clear role. It's not a simple game of bigger is better. It's more like a complex and nuanced game of Rock/Paper/Scissors. Unfortunately the poor Supercarrier (previously known as Mothership) never had a clear role much like the lion in Wizard of Oz didn't have a heart. They occupy a space between the massive Titans and the more ubiquitous Carrier class of ship without really standing out on their own. We wanted to improve this situation, find their true role and make them something pilots would be proud to fly; enter Fighter Bombers. Fighter Bombers are anti-capital weapons that launch big dumb warheads that do a lot of damage but have trouble hitting the broad side of a battleship. We like the direction things are heading and the models look damn cool but we're still not 100% sure the changes are achieving what we want to achieve. This is why the changes to Motherships/Supercarriers are being deferred and won't go out in Dominion 1.0. We're going to continue to play test both internally and on our public test servers. We're going to continue to talk to players. We're going to follow the yellow brick road and we're going to find the unique role these ships fill which will hopefully make the largest number of people happy.

The whiners and whimps have finally won and CCP is cutting off 50% of their promised changes.
Motherships stay as they're now. No changes at all.
Sovereignity upkeep-costs are reduced to laughable amounts, so that it doesn't change anything.
Upgrades got pimped by 100%, so that you can basically make indefinite amounts of money now in a decent upgraded system.
etc...etc...etc....
Nope, not really much changes there, besides the Dreadnoughts got their turrets overhauled to be nearly 100% the same and the Naglfar got nerfed beyond belief again.
GO WHINERS!
If CCP fucks up Null they lose 20-30% of their playerbase.
CCP isn't stupid they will make these changes slowly. People have been running with the same sov mechanics for years changing it so much in such a short time could have a really negative effect on the game.
Over the next 6 months they will continue to shape Dominion just like they did with Apoc.

Dropping the Mothership ship change from the initial release sends the wrong message. I am disappointed at CCP for doing this. Motherships should be practically useless without a fleet around them. I am also very disappointed with the reduction of sovereignty costs. It should be very expensive to hold a star system and increase with the number held. Current changes in Dominion will have very little effect on sovereignty in 0.0.
Guess we will have to wait and see if CCP develops any guts, certainly don't display any with this release.
Oh and there are no where near 30% of the playerbase that are that effected by the change, probably less than 10%.

I understand you CCP disappointed me at past with several design decisions ,i dont remember how many missile /ecm nerf i seen or how many times sov mechanics changed until today.
CCP has a habbit of putting new ships/weapon/ammo to game without thinking long term results , look to sov sov4 is responsible from alot of titan/mom in game without sov4 eve would not have so much supercaps.Or speed rigs how they created nano age single handedly .Titans with remote doomsday ,unstopable smartbombing moms at lowsec .
CCP put these shinny toys to atrack/keep people in game but when it come to balance they are biting ccp .i think there is no simple solution to moms.moms would be overpowered in groups if abathur 's change went tq and nozh's solution was terrible 6b dockable ship with millons hp ,really? And it was against no1 mmo design rule ;dont make massive price changes ,youll only get outcry than .
CCP abathur has supercap experience but it is one sided mostly ,glorious days of moms without any counter (MC invasion at north , CCP abathur =seleene ) anything will take game to that era is against main mmo design rule ;dont put anyting without a counter .Abathur's changes alot of potential to bring back that era ,one big group /alliance rolling all over eve TQ turning to serenity . (new titan doomsday/superweapon is another dumb thing one volleying carrier/dreads ,really? )
Now ccp is in a tight spot i dont know what they can do for moms without screwing balance or owners .
Moral of story ,dont put shinny thigs without thinking longterm results (im talking about expansions here ,same is true for every mmo company) ,have a design guide to follow , think about industry/ pve/pvp /low sec / 0.0 results before.
CCP doesn't need Dominion in order to have a quality product, and there is nothing wrong with moving is a slow calculated manner.

CCP! Fix the assault ships! LOL. I don't know why they are wasting time messing with moms. Just finish and implement the sov/system changes. Im already in competition with alliance members in our space. I hope that this dosen't create a lot of internal fighting over who gets to run the plex next and you got to mine here yesterday now its our turn nubs!
Will this making roaming gangs a thing of the past? If every system has 50+ players in it you won't have to far for fights not to mention are those 50 carebears in local or a 50 man gang waiting on some poor suckers to fly in.
and some minmatar ship bonuses, and hybrid turrets. I really wish they would focus more on balancing.

I'm def excited to see what changes happen as a result of Dominion, and for the new "quality of life" improvements to the game that have overdue for a while now (Fleet finder + loot log + email system + in game browser ... they really have done well in this regard).
I am however disappointed as well how they recently conceded and dropped sov prices so low. Whatever happened to "We want to you only control the space that you use." ??? Sov changes are important to the game, and are def needed, but they must stick to their guns in certain areas. OFCOURSE people will whine, esp the ones that it's gonna hinder.
I'm also intrigued with some of the more "under-the-radar" changes that are upcoming: Projectile Weapon fixes, Faction Ship changes & additions, battleship shield recharge rate nerf... the impacts of these will be interesting indeed.
My hope: They do stick to "This is platform for future betterment."

I'm seeing a lot of people whining about whiners, then whining about reducing the fees for sov. Has it occurred to anyone that they're going to be handling it in a stepped program? You'll notice that Ward stressed stability, particularly in the economy. If overnight these people (who already are going to lose sov overnight, if only until they can reclaim with the new system) lost their territories or couldn't afford them anymore, the game's economy would be turned upside down. By starting small, and slowly raising the fee to the real goal, you minimize your negative economic impact, because they have a chance to see what it's costing, and how it's increasing, and thus prepare for it, just like you prepare to refuel your POS or pay your Alliance upkeep fee, or office rents.
Just saying, think for once, instead of just whining. As a general rule, most changes CCP has made over the years have been for the better, overall. One of the reasons this game has held its balance so well is that they make a point of telling you whiners where you can shove it, and to go play WoW if you hate EVE so much.

Dominion = Epic fail
Nah, Dominion certainyl isn't and EPIC fail... though it's a lot less WIN than it's initial introduction. Keep in mind, the proposed changes that affect the MAJORITY of people in game, are still in there, and have not been 'dumbed down' by the noisy minority. Some key features that will improve Eve on the whole:
All-in-all, I'm pretty excited about these changes. They will have more impact on the majority than Apocrypha did.

In regard to the browser tweaks, one of my troops in the alliance I help run already has some very shiny apps just waiting for dominion to launch for him to publish. He's been testing them for a while, only thing needed is for the EVE browser updates from Dominion, so that the features he wrote will work. We appreciate your business

Have lots of friends who play wow and when comparing wow to eve it really, really falls behind in quality cause it's only ever half implemented and poorly balanced features.

personally, I like eve because it ISN'T balanced. If everything was effectively the same, what difference would race have? It's not like you're really locked to a particular race's ship anyways, so it's not like it 'screws' anyone. Eve's variances are part of what makes it soo awesome.

1. New Planets are also in preparation for Planetary interaction (the next expansion.... CAN. NOT. WAIT)
2. Impact on the majority than apocrypha did? Not in my point of view anyway, apocrypha brought life back into eve if you ask me, dominion does nothing for the masses, everything is for the 0.0 residents and since I don't live there (I LIVE EVERYWHERE) I can't say it helps me in anyway or anyone who doesn't exactly know about it. The new features will only be mild distractions and will not add new stuff to the market or new ways to make money, just new ways to gain sov. Planetary interaction is the expansion to look forward to (for the majority anyway).
This is not a game.
lemme guess ... amarr pilot? Do you fly AF's other then the ishkur/vengeance/jaguar? Imbalance is not good for the ships rarely ever flown.

And what are the masses doing? They're running lvl 4 missions in NPC corps. EVE was never about empire or running missions from relative safety, it's always been about strife, tears and corpses. A lot of corpses in the middle of the night to keep you company A lot of carebears never understood this and took this game as WoW in space, a place in which they can show off their looted or bought 'epics'. While everyone has the right to play EVE the way they want to but don't complain when all you do is mine veld in empire or run missions, because if it's one thing that EVE lacks it's PVE content.
Dominion will change things, there's no doubt about that but it will not bring the change they're claiming it will. Large alliances will not just abandone their space and leave. They will rent it out or allow more 'pets' to move in. Does anyone really think that an alliance like GS, AAA, the NC or even the drone Russians, are going to just give up all those regions? The little man, alike today, will get crushed to dust the moment they set foot in 0.0. Even NPC space is claimed, and owned, by factions who will not permit competition or newcomers. You have to be deluded or ignorant of the way the game works to think that everyone is just going to move aside and let everyone and their mother to come and take space.
But the worst thing of all is the absolute incompetence and cluelessness when it comes to capital ships. We don't know whether the developers understand whether sieged/triaged ships and pos modules can or can't be target painted. Empire denizens can claim it doesn't affect them but when people stop building capital ships and the purchase of minerals decline they will whine endlessly that CCP ruined their income. But, for some reason, it's very hard for them to comprehend that capital pilots don't mine their own minerals but buy them in empire. Who in their right mind is going to mine all the trit needed for a Titan or mothership?
Some of the coming changes are interesting, some are not. Some are good, others are not. The capital changes are horrible because only the Revelation is worth flying, which means that I'm no longer going to wait for CCP to get a clue. There is absolutely no reason why motherships souldn't be able to dock. They're nothing more than expensive carriers now and most pilots don't log them on, ever. They're no longer the sign of power, they're the sign of someone with too much money on their hands. Then CCP claim that Titans are only meant for logistics, after claiming they want them on the front lines. Thanks to the hint that Titans might be nerfed to nothing but mobile jump bridges I know of at least one person who's been dissuaded from buying one.
Apart from the cap changes the rest of Dominion looks interesting and promissing. I do hope they continue tweaking motherships and Titans and don't just nerf them. Also I hope they get a clue because they really do look like a bunch of incompetent children now.
Certainly not... and, to point out, Amarr was at one time considered overpowered... nothing in Eve stays the same... just like real life. Also, just as in real life.. nothing is fair.
My point was that those improvements I noted are all significant, and are NOT limited, or in some cases, even geared towards 0.0 inhabitants. It's just the other 0.0 targetted improvements receive a lot more 'press', as they are much more controversial.
