I wish I could recommend one, but I'm in the same situation.
I tried Fallen Earth thinking it would be one, since it was somewhat advertised as one, only to find it it was just as static and quest oriented as most other MMOs. Maybe that will change for the game down the road, but right now it's definitely not a sandbox MMO, or at least not a pure sandbox MMO like UO or SWG originally were.
Honestly, check out Darkfall. I just picked it up and it is amazing. The graphics may not be top-notch but they make up for that in unbelievable gameplay. Look for videos on youtube or just look in the darkfall forums here on MMORPG.com. The game is great.
ExE has subscriptions that are easy to get you just go to there site and buy one there is even a free trial. Darkfall does not have the same subscription system as there are a limited number of them and its a first come first served system. Also there is no free trial.

As for Darkfall I cannot recommend it as sandbox because its PvP centric game with very weak sandbox elements.

Its also still to new in my opinion and full of bugs that take away from the emersion [such as falling through the ground and charecters floating above the ground. Also a sandbox needs more than just great PvP to be a 'good' sandbox. It needs otherthings like a decent PvE system, a decent Crafting system, A decent Resource system to both support a crafters interest and to provide a PvP point and a good market to sell your goods.
Right now DFO only really has a good basic PvP system based on city locatins and potential city locations. In a few years tho in sure Darkfall will be great but right now EvE is definatly ahead in the development/content range.

EVE Online, which is one large sandbox on a single shard, but has some features not everyone can get into ( combat system, harsh PvP, politics, drama, etc. ).
Ryzom, a cute little mmorpg, lacking some features, like having only a basic player housing system, but also boasting some cool fatures, like a living world with seasons and migrating animals, customizable spells, a unique setting, timeless graphics, and player created missions.
Fallen Earth, not as sandboxy as some may want it to be, still a nice blend of sandbox and linear elements.
DFO, was too much hassle to get the game in the first place, and after that there was too much talk of hacking and exploiting, so I did not want to touch it. Then they created a second server while their 1st was not even fully populated and even charged people again to get the US client. All of these things gave me bad vibes, even tho I followed the game for years and was optimistic at first.
So these are my suggestions.

i would say eve online is the most engaging because its all player driven and u can start pvping at a serious state after just a month or two if u join a corp. and if u win u can take his stuff and vice versa pluss its scary as hell sometimes when ppl are using cloaks. noone knows how many pilots there are around em, just suddenly like 150 pilots uncloak and it turns out to be a massive war in the matter of secounds and its extremely strategic. just do some missions and lvl some skills in the start so u make some money, rep and friends.
Someone needs to make an MMO with Borderlands quest system, as you can do quests completely out of order, heck, you may even end up doing a quest event while on another quest.

Ryzom has no player-base and is an extremely dated game, if that doesnt bother you. Eve is a space simulation game where you play a ship as opposed to a character, and the skill gain is pre-determined by game-code over x period of time, hours, weeks, months of being subscribed.
DF is a First-Person view game due to its environmental constraint; a competitive mmorpg where you dont have freedom of camera movement to "pan" around your surroundings irrespective of the position your facing. DF is a skill-based game that is driven by a player-influenced ecosystem whereby the players write and play-out their own story; where the players are the mobs as much as the mobile objects are. So is it a FPS; nah; thats way too much of an over-simplification of the game. It's a limited 3rd-person view when in combat, and the combat is player skill-based as opposed to being able to simply "lock" on a target and fireing without missing or enabling "auto fire".

So you can play MMO TF2 with spells!
