Does a Elementalist need a WAND to cast spells???

  No, you don't. A wand would add certain skills, for example +1 to fire magic, etc, but you won't need a wand to cast spells.

  Wand or staff is just the default wep for a caster. It shoots a little (fireball/bolt/whatever) when you're not casting. Obviously not a concern for a Ranger.
