Low Tiers on Legacies - worth keeping?

As a hunter, I got a third age lvl65 bow with legacies I really like - quick shot crit, focus and induction criticals, ranged evade and one other I can't remember lol!
All are tier 1 tho - I know I can upgrade them by grinding for the scrolls - do you think it's worth doing? or should I settle for legacies of a higher tier which I like a bit less.

Depends on what your trying to accomplish. Like you said, you have many options for tweaking them.

I believe the lvl 65 upgrade scrolls are around 1900 skirmish marks each, which is a lot of grinding. You can also get them for medallions (75?) which is probably a similar grind. I would say it depends on how much you are going to run SG to get a 2nd age bow. Don't waste time on a 3rd age if you figure to get a 2nd age.
Did something happen to legacies with SoM as far as getting higher tier ones? Seems like every lvl 61+ LI that I identify is tier 4 max now. Used to be I'd get tier 5 or 6 pretty regularly upon ID. Is it just bad luck or did they lower your chances of getting a high tier when you ID?
you cannot get T6 on ident now, max is T5.
