If I was looking for a new p2p game to strictly craft in, I would probably try out Galaxies, ive heard lots of good things. Ive tried Vanguard and found it was just ok.
If you dont mind old gfx, ATITD and Wurm have excellent crafting systems and you can play free for a while.
Believe it or not, you should try Free Realms. I played it for a while, and it's not that bad, especially the crafting, with the inclusion of mini games. It's really worth a look.
If you're looking for a more serious MMO, then all the above are quite good. FE would've been my recommendation.
Although I know very little about the game it's self I've heard good things about Face Of Mankind's crafting... I believe you can craft without any combat, I'm sure someone with a little more knowledge of the game could tell you if FOM is worth it.
Ryzom offers you the ability to be a crafter and you can typically outrun creatures that exist in the wild. However, combat is part of the game. It has less combat if you want to be a crafter, but the game allows you to level in any way you like to. So it is possible to just work in a group and take on the role of a healer so that you develop skills while you gather items and learn to craft.
Wurm, Ryzom, Second Life, and A Tale in the Desert. All the others people mentioned really don't give you much of an option of avoiding combat (sure, you can do crafting in almost any game without combat, but you need some way to get a serious headstart, some serious avoidance skills, or some real skills at manipulating the auction houses). I won't speak as much about Wurm and A Tale in the Desert as I don't know much about them, but Ryzom allows you to actually level stats via crafting so you can be become resilient enough to avoid dying in combat in entirely and it's definitely possible to play the game without killing a single creature (and become pretty powerful to boot). Second Life allows players to create any content in the world to share or sell to others.

A tale in the Desert I to IV are the pure crafters games. Absolutely no fights possible there.
Even in Runes of Magic is possible to craft without fighting but in higher level zones there will be assists needed to collect the stuff.
