The Internet is not something that you just dump something on. It's not a big truck. It's a series of tubes. And if you don't understand, those tubes can be filled and if they are filled, when you put your message in, it gets in line and it's going to be delayed by anyone that puts into that tube enormous amounts of material, enormous amounts of material.
I'd tell him it's a "devil box", and beat him with reeds for asking.

People use languages that consist of alphabets of letters or pictures (if you want to get into pictographs with a five year old) used to make words. Words are used to make sentences. Sentences are used to make books. That is how people communicate. Different people use different languages.
Computers use an alphabet of 2 letters used to make words... etc. Those letters, words, sentences, etc are sent by computers using electricity across wires to other computers somewhere else. Those receiving computers translate that computer language into the different human languages and pictures.
The Internet consists of the physical pieces and electromagnetic or light based (if you want to get into fibre optics with a five year old) method/language/ people have created for computers to use to send information to other computers and people.
Combining the two best answers here, recite the 'series of tubes' commentary while beating him with reeds for asking.
That'll drive it home.

For my 5 year old, the internet is Playhouse Disney (http://tv.disney.go.com/playhouse/index.html). There is nothing else for him.
Five years old? I wouldn't even say anything except, "I'll explain to you when you're older."
I think I only started using the internet when I was fifteen years old, and that was with adult supervision.
