What seems like quite awhile ago, I read about EVE having something new in the works involving avatars and having them be able to walk around space staions, their ships, maybe other things.
If anyone knows what I'm talking about, has this happened yet or is it going to eventually?

From what I've heard, it evolved into Dust 514.
Personally, I think they would have been better adding it to the EVE Universe, but meh........ hopefully they will eventually. EVE is shaping up to be one of the longest running MMOs in history. I wouldn't be surprised if it lasted 20yrs or more, just because they are constantly updating it and keeping it on par with other games. So, who knows what they have planned for the future.

They are testing it out with Dust, but the intent is to have it as part of the Incarna expansion.

It's something CCP has had in the works for a long time now. It isn't currently in-game, and there has been no set date for when it will be.

Dust is a seperate project, and only tangentially related to Incarna.

Incarna is scheduled for Q4 2010 - Walking in Stations. This will add 'full' avatars to the game, with which you can walk around on stations, but nothing else at the moment. You can manage your own bars and offices 'in person', customizing them, probably in the same way you can create and customize bases in City of Heroes (tiles you can place and rooms you can shape). There are going to be new economic aspects aswell, such as new items (clothing and furniture). The latest patch added voice fonts, something the devs joked about quite a bit. If you're male and playing a female avatar, you can set the game to sound female, and vice versa.
Dust 514 has an unspecified release date, though it is definately not coming before Q2 2010, but will probably be released in Q1 or Q2 of 2011. It is a seperate game, in a way that Dust 514 is not an expansion to EVE but an MMOFPS for consoles. It does however tie in to the online game as corporations there can hire Dust mercenaries to conquer planets for them. The interaction is a bit more complex than that, but suffice to say that despite the fact that Dust 514 and EVE Online are essentially different games, they are still connected and play in the same game world. A funny example that has been named by the devs is that it may be possible for EVE players to shoot down ships in space that carry Dust 514 players to their destination planets.
Q2 2010 will be the next expansion, focused on planetary interaction. It will be very basic and (of course) tied into sovereignty. You can manage the population and the goods the planet imports and exports, it's a very basic 4X kind of gameplay element. It will be expanded over the following expansions of course, and if possible planetary flight may be added at some point in the future.
In any case, the expansion the OP most likely is talking about is Incarna. It used to be called Ambulation, but has been changed since the last fanfest. It is scheduled for Q4 2010, but may be delayed (again).
