They will not answer your requests but you can still get your money back (I just did so). If the charge is less than 60 days just file a simple Billing Dispute with the card company. In 2 days you will have your money back. If it's greater than 60 days you can still get your money back by using your Claims and Defenses Rights. If you look in my thread titled MORTAL ONLINE WARNING I have a post in there with the steps to take. You will have the charge reversed, a refund of all the interest you have paid on that money to date, and I believe the offending company (SV) is charged $50-$100 by the card company.

Are you positive this works?
I am 100% positive that it works as I have done so myself. Even the interest was refunded..

Its pretty obvious what you guys are doing right now, maybe you need to read the rules of conduct. rlmccoy you are teetering around trolling the mortal online forums. Let it die man.
# Trolling
* Posting excessive negative comments or baiting others to respond in a negative manner is considered trolling on the MMORPG.com forums.
For example: If there is one game that you did not enjoy, voicing your opinion is encouraged. Posting this opinion in every thread concerning that game to the point that it disrupts all other conversation is not tolerated.
Your post history is quite interesting if not disturbing.

It is not trolling if they are giving people advice on their legal rights under the law to enforce consumer protection acts so they can get their money back. SV is 5 months late in the release, and their money should not be held as a free loan while the customers wait for their product. The only trolls are those who think getting a refund is somehow wrong, because if you bought a car and paid for it up front, they gave you a delivery date, and missed it by 4 months, I wouldn't be here hounding that guy about getting a refund. The fact they gave you a broken car to ride in the meanwhile is irrelevant, that is not the product for which you paid.

Last week i been talking to my bank, they sent me the famous "dispute" document to fill it. And they are doing his job, they told me its my right and my money will be refund.
I bought and i will buy a lot of games online, and of course asking for refunds too, never a problem. Untill SV. 4th mail i sent, no answer.... Whats the problem?... no ppl?, hire one to take care of the economics in the business. How can i feel confident in the future if you start like this SV?.
I am not an MO expert, but I believe they clearly stated that the money is not refundable, hence why you are not even getting an answer.
The only people who are getting refunds are the ones who live in places where the charge back is allowed, if you don't leave in one of those countries, you are screwed.

They can clearly state anything they like, but that doesn't mean their policy is enforcable. They could put a little clickable link on the side of the order page and when you click it you read that by buying the game you agree to turn over your firstborn son. it would be just about as meaningful. Also.. if they don't make you click on it I would argue that it's not CLEARLY stated... as you have to go looking for it.
As for your second part, here is the EU provision which governs this transaction:
Directive 97/7/EC of the European Parliament and of the Council of 20 May 1997 on the Protection of Consumers in respect of Distance Contracts, applies to any consumer distance contract made under the law of an EU-Member State. It provides a number of fundamental legal rights for consumers in order to ensure a high level of consumer protection throughout the EU. The Directive applies to most contracts where a consumer and a supplier running an organised distance-selling scheme do not meet face-to-face at any stage until after the contract has been concluded.
According to the Directive the following consumer rights, among others, need to be respected:
•Provision of comprehensive information before the purchase
•Confirmation of that information in a durable medium (such as written confirmation)
•Consumer's right to cancel the contract within a minimum of 7 working days without giving any reason and without penalty, except the cost of returning the goods (right of withdrawal)
•Where the consumer has cancelled the contract, the right to a refund within 30 days of cancellation
•Delivery of the goods or performance of the service within 30 days of the day after the consumer placed his order
•Protection from unsolicited selling
•Protection from fraudulent use of payment cards
