i played AION since closed beta 3, and left in december
causes? bots, almost no quests 40+, massive ganking (40vs1) in the abyss, unbalanced classes (ranger > all) and many other reasons
is it safe to say that these issues are solved?

Bots have been taken care of months ago.
Almost no quests 40+.. I never really ran into this problem, because I run group content and run instances/elite areas a lot. If you're just going to solo your way to 50 and only do the quests and kill the exact number of mobs needed for each quest, then I don't think it's the game for you. Verdict? No changes here I guess.
Massive ganking in the abyss: That's not really an issue. Abyss is a PvP zone, it's not logical to wander around alone. No changes here.
Balance needs work, but no way is Ranger > all. Funny how every player thinks a different class is overpowered compared to the others.
Official word states that 2.0 content update is coming in the first half of this year in the West.
Yeah, no new quests, but bots are gone.

Bugs? Aion has been one of the most bug free MMO's to launch, the bots on the other hand were ouot of control but are almost non-existant today.
You won't last long. I rarely see a bot these days, they nuke them pretty quickly. (or they are hiding in instances)

yeah if your main reasons for leaving was bots and gold farmers you'll be pretty surprized by how much they've cleaned it up. and on my server atleast you don't see gank squads very much unless a fort raid is about to happen or just finished and they're just still grouped up to hunt stragglers. its just not worth pvping in large groups you don't get hardly any ap for it, like 1 ap per kill not worth the time.
Abyss on my server is pretty good. As a single ranger I can survive a while and kill a few. As a pair you get some great kills and some great 2v2 fights and as a 3, we managed to pretty much own the bottom abyss haha (bit of an exaggeration maybe but it's definitely not as bad as it first was)
I personally won't go back for other reason other then NCsoft having the worst customer service in the industry.
I don't like how there are no game content add-on updates monthly. They only seem to fix or adjust already existing stuff like fort times.
I don't like the limited high level quests, limited end game content, and few other things that even though it's PvP based you'd think they'd add stuff to keep people interested when not PvPing.
Unbalanced gaming. There are classes far too powerful or other classes far to weak depending on how you look at it.
Elyos vs Asmo wasn't even balanced on the legendary monsters they have access to Elyos 5 Asmo 0 Abyss 1
They show videos of all these updates they want to do to the game months ago but not a single one has been implemented and I'm sure they're waiting for the one year mark to make you buy it as an expansion or some other way to part your money from your wallet.
I'll just keep playing bioshock 2, mw2, fallout 3, and such while I wait for a better mmo to come out Aion wasn't that impressive imo.
I would wait until the next update not much has been done expect removing the botters/spammer and adding a few events here and there.
Since leaving Aion for my first sandbox MMO I don't see myself returning even once 2.0 is out. Personally, Aion pretty much turned me off of themepark MMOs for awhile. If Aion didnt have nice graphics it wouldn't have half the player it does imo. I've learned to look past graphics and play a MMO that has good game mechanics and fun content/pvp.

I don't understand why people keep asking the same question if he should return to the game he decided to quit earlier?
If you quit the game because your job or something else disallow you to continue then when those things are gone, you may return the game by yourself. But if you decided to quit the game for some reasons you were not satisfied or something did not meet with your expectation etc, the decision was made by yourself. So I think you should trust yourself and believed that your decision was correctly.
If you think you'd rather to give Aion another try just because you might think your decision could be wrong or done by emotionally. I think there are plenty games on the market, why not give other game a chance and gain more experiences from other games and just let go the past.
Apart from client crashes taking forts. Did they fix that? It used to be a constant stream of disconnect messages as members of your raid crashed.
I would say the fortress disconnect bug was solved a few months ago.
I've been playing since the first phase of closed beta and there was a lot of bots when NCWest removed game guard and a lot of money trading but now that seems to be over. Tons of people are being banned for real money trade reasons as previously mentioned and the game is stable now. I would like NCWest to bring back game guard because now that botting is gone people are using all kinds of hacks. People are getting their accounts hacked easily for no reason and NCsoft is suspending hacked accounts for months to investigate them, most hacked accounts have level 50 characters on them and there's also in-game hacks like infinite glide hacks or speed hacks. My cousin had a level 50 spirit master and has been waiting 3 weeks now for news from NCWest about his stuff being stripped and deleted.
Also, I don't know if this is an issue for most people but I like populated servers and Aion doesn't have any. The servers constantly have a Recommended Status (On the NA/Oc. side, I don't know about EU, Japan, Taiwan, China, or Korea). The only time you will see a Low Status is during a double experience weekend on Azphel. That worries me, the fact that the servers all say Recommended, for most MMOs that usually means there's under 1000 players active on a server depending on the server caps and there's 14 servers. I have characters on Azphel (My main) Israphel (My Elyos alts) and Lumiel[RP server] (Server I'm planning to move to if transfers are ever available) and on average the server with the most players seems to be Lumiel (unless it's a double experience weekend), seems role players are in general more active; not in the fact that they level up quickly and stuff (because they don't) but the fact that they are online populating the game and making it feel more alive.
It's not possible to see a "Low" status, because there simply isn't any. It's either Recommended (this ranges from low to high population) or Full (in that case there are server queues, and are thus, NOT recommended).
All servers are recommended, but all are also populated, except for maybe 2 or 3 (which are the newest ones added post-launch). That's the situation on EU servers, I don't think NA is much different though.
Well I am not sure what game really update with new content monthly though.... Maybe once every 3-6 month, but truthfully most MMORPG only update addition contents in expansion. The rest are fixes and adjustments. Only game I know which updates every 3 months with small content add and adjustments is FFXI. However, I have not seen any MMORPg updated contents monthly.

Yes, I do feel Ranger is definitely slightly over powered, but that is only before everyone hits 50. Sorc is still ok unless you get ambushed by one and didn't pay attention to surrounding. Ranger is strong from 13-50 while other classes have their own little curves till they reach the specific balance point for the class. If anyone played Assassin in Aion I am sure they will know what I am talking about with the rediculous balancing happens really only at 50. Good thing getting to 50 doesn't really take that long. Sorc is strong from 1-50 especially when other classes have not reach the balanced point in air combat.
Problem with Aion is that they tried to make everything balanced at 50 and not in the middle level ranges. As for 40 vs 1, that really doesn't happen much unless you tried to defend a fortress all by yourself. It is usually something like 6 vs 1 if a group is hunting. Or you are at the wrong place at exactly the wrong time. The thing is serious PvP players use a very large amount of supplies such as food and scrolls to enhance their performance in PvP. It is costly, but important enough to be consider a necessary item to have. The good point is they aren't exactly hard to get.
I think every game released by Turbine has been updated nearly every month. You may also want to know Turbine gives the best ever customer supports and services among these gaming companies.
Their man power is continuously focus on the current game, it is different from Ncsoft already spent their full manpower already on next expansion after game just released a few months.
