Lower rated PvP weapons.
At the moment the bottom line is 1800+ arena rating. Too high for a lot of players who like playing the BG's, but lack the skills to get to that (only a minority reach these scores these days as "boosting" of the old days can no longer be practiced).
I hope the rated Battlegrounds in the future can solve this problem with lower intro weapons. Say level 232 in present day but with a clear advantage in PvP and less meaningful in PvE.
These days a beginning lvl 80 has to buy the crafted weapons or a proper geared one needs to crawl the 3 latest dungeons or the 2 last Raids.
Wotlk made everyone go to the dungeons and raids, CATA will need the normal player to drive to the PvP part with the new BG's competition (like TBC did). At least that's their goal.

Let's see what happens. The new LFG tool - this time for the BG's - is already on the PTR, but the new PvP competition will only come with CATA I guess.
Want a real mmorpg? Play WOW with experience turned off mode and be Pve_Pvp King at any level without a rat race.
Certainly the new rated BG system wich hopefully will give some new life to BG's as a focal point for PvP as well as bring premades back.
Anything that gets players out of the citys , battlegrounds ,arenas and instances and makes the world seam populated again .
ALL servers characters wiped. Rollback to original WoW (no expansions) and lower the cost of the monthly fee. Simple right?
Alternate Advancement system.
Housing
New Classes
more fluff things like Collections(EQ2 style)
Card game or mini games
Other spheres of advancement(ala Vanguard and its diplomacy/crafting spheres)
