Where did you read about a confirmation of this? I have not seen it! I don't doubt you; I just want to know of your source so I can stay updated more often and with more thorough sources. Maybe, I should dig a little harder.
Personally I find summons to be the coolest part of the FF series, but man the summoner was boring for me in FFXI, just a mindless buff bot who barely got to use it's pets to the fullest. Hopefully any implementation of summons in FFXIV allows you to keep one out and use it constantly and go from there...

That's the exact problem I had with the Summoner job as well. SE got both Summoner and Beastmaster wrong in FFXI. They were both pretty useless in parties, and Beastmaster only found its value in its ability to solo quite well. The Puppetmaster job implemented later on started to get onto the right track though.
I expect SE are holding off on any pet classes for now because they don't want to make the mistakes they did last time around.
As for the Summoner specifically though, we probably won't see it until the first expansion, when the first story arc is resolved in some form. The info we have on the storyline and the leaked transcript of the intro movie played at Vanafest both show the Eidolons (that's their name again this time) as active forces in the world so I doubt it would make sense for players to take control of them in terms of the lore. An interview with the devs also suggested the Eidolons are on the side of the Beastmen tribes this time (although the Beastmen aren't necessarily our enemies apparently).
They said something about not knowing how to work in the pet jobs or something. Probably to do with it being gear based. Looks like no Beastmaster, Summoner, Dragoon or Puppetmaster type classes just yet.

I'll concede on the PUP issue. Although in terms of role I think SE worked the class out pretty well, they were just ridiculously underpowered. My one gripe with SE was always that they couldn't seem to see how unbalanced the jobs were, they always seemed to be scratching their heads asking why a given job was unpopular.
I always felt Summoner was too situational, most of the time any other DD job could out damage them, Summoners just had a nice bit of occasional spike damage. Same goes for their support... they were effectively a very very weak hybrid job. They had access to a selection of different buffs/debuffs from the other mage jobs but theirs were nearly all inferior, either in effectiveness or MP consumption. They were often just a one trick pony for hastega...
Anyway how can you try to argue the job was done right? They're a pet based job that was discouraged from using their pets. It was actually more efficient to only ever summon them to use a pact. That's pretty broken for a pet class.

If you're referring to the Conjuror I'm pretty sure they simply meant summon as in manipulate, i.e. they can use elemental magic.

If the summoner class is as powerful as the Hellgate summoner, who could take on all the bosses solo, then I'll give FF14's summoner a go.
