Has the skirmish system killed world PvP?

Not many players use it as it has no rewards & is not related to RvR apart from PvP practise.
Occasionally a guild or society will make one to train their noobs. It takes a GM to get one started & even then they are not full.
This is not quite true. It does NOT take a GM to start a skirmish, anyone can, and you can set various rules on it as well.
However, the skirmish system tends not to be used very much.
