how is it exactly, is it good?bad? buggy? balanced?
Also is there any option to make those annoying black lines around objects disappear? grpahics are kinda annoying but from images those black lines are a pain

Cartoon outlines can be turned off in the advanced graphics option, it's near the bottom of the list.
PvP was quite bad before, you could build toons that people stood absolutely no chance against, it all ended up in a FOTM fest. Lots of changes including to powers with the big patch that hit this week though, so some things may have changed, patch notes here http://www.champions-online.com/node/594900
I'll be going back to check what's changed in the game this weekend as they're re-activating all accounts for free, plus letting anyone else make a new account and play for free over the weekend.
