It has come to my attention the a certain ship is under priced and because of this I can make a nice little profit from it; I'm going to do it anyway, but I'm wondering what you guys think, Is insurance fraud fair game or is it an exploit?

Dude, it's EVE, there is no such thing as an exploit.
Just be sure to leave them a note that says "Thanks for the fish!".
Fair game practice. EVE's economy is setup in such a way that due to being a mixture of 90% Player controlled & 10% NPC controlled economy such things are going to occur due to poor design choices for releasing new ships etc.

There are and have been alot of exploits. Insurance isn't one of them, but there have been quite a few over the years.

There are many ships that their actual cost is under the reimbursement of their insurance. But i don't think that it had a ship whose cost, adding the insurance fee, is under the reimbursement payout
Wasn't there a dev blog recently about an insurance fix? I seem to remember so, which means they are aware of issues like this and will be seeking to rectify them soon.
In the meantime, I'd say there's no problem with it. It's not an exploit.. it's a mechanic as intended, until it's changed.
The premium insurance level will sometimes (not on all ships) pay out more, but for most players a ship cost more than just the ship itself. This is supposed to be fixed in the next expansion. Still, if you think you can make some ISK in the next month, before the expansion, go for it.
The real problem, is that it allows people to use these ships in high sec to suicide gank other players an have it cost almost nothing.
In the future they are going to change it so that insurance prices adjust to market prices, but right now insurance prices are a fixed value.
Insurance fraud is not an exploit, but things like making moon goo appear out of thin air through POS mechanics are an exploit (already been fixed).
I haven't checked prices recently, but a month ago there were quite a few ships that insurance fraud could pull a profit on. This is best done through use a of a BPO and a character with PE V.

It is just people liking to make a big deal about it.
Absolutely nothing wrong with it. The mechanic that enables it is going to be changed in Tyrannis, but until then it's all good.
