New solo instance in Commonlands..where?

Where is the dungeon Rogue Sigil..or something in the Commonlands?  looked all over.

    Check poster in middle of Crossroads then find Merchant Marcus east of Val'marr. He'll need items gathered from fungi in the common lands, then make you a potion from them. Use the potion to be able to enter instance.
