Just kidding about EVER and all of that, but this is a great idea:
Instead of monsters not leveling and starting at max level, they should level BUT DOWN! I know it sounds crazy, but if there were pvp zones for every 10 levels, as a monster levels down, he could get more skills and be more powerful COMPARITIVELY than the freeps.
Basically as a noob monster, it would take several monsters to kill one human, but since that is the intro zone to monsters, and high level zone to freeps, that sort of balance would exist, and the humans would feel powerful.
Once a monster levels DOWN to 10, he would be able to dispatch several freeps, but since it's level 10, there are legions of freeps ready for the task, and fewer monsters.
This affords a unique dynamic experience that VOLUNTAIRILY allows for both sides to feel OP at specific points in the gameplay!
Considering it is for almost no reason, this would make a fun encounter accross all levels with no penalty or rankings.
I think it would be fun to take on 5 newbies with my super-spider, and it would be fun to take on 5 spiders with my super newbie.... it would also be fun to zerg on people who should beat you by all expectations... that is what pvp is all about, and this would satisfy that beautifully!

Good luck with that. I left LOTRO because the pvp was very bland. I need exciting pvp to keep me interested in a MMO. Your playing the wrong game if your expecting Turbine to do much with pvmp.

A little bit difficult to follow at first, but it's a great idea, allowing for challenges on both sides and for freeps to try the PvMP at an early level.
Unfortunately, the above poster is correct: Turbine has not made any changes to PvMP for a long time, and is clearly focusing on PvE aspects of the game instead (which are clearly improving).
Kinda ironic that one of the best PvP MMORPGs (Asherons Call Darktide) was created by Turbine but now they have, more or less abandoned PvP entirely. Shame.... they really hit the spot with that game.
