There's a couple of other threads about this which you should probably look up, but commenting as someone who did some investigation into this recently:
D&D Online was officially voted as the best F2P MMO a while ago (although don't ask me who voted). I'm a sucker for D&D, and enjoyed it. It's better than it was at launch..but I found it frustrating not knowing which content I had access to as a F2P player, and what I had to pay for. Entire dungeons are sold as expansion packs similar to the PNP game, so you may join a group only to find out you can't get into the dungeon they're going to.
I enjoyed Allods online. It was a great time-sink but apparently at max level (raiding etc) it can cost you a fair amount of money. I recently stopped playing at lvl 33 of 40 because when you die you get stuck in purgatory for a couple of minutes and then have close to a 10 minute DPS debuff. You can buy items to get round this, but I have a strict policy not to buy in-game items. As I was playing a DPS squishy I was dying a lot and the DPS debuff was affecting me a lot I found it pretty frustrating. The PVP at lvl 20 can be quite a shock as well if you're not a fan of PVP (I am).
ROM is popular as well, I just didn't like the graphics.
I'd start off with those 3 to begin with. They're all decent games, and the best F2P options I've tried.
I've also DL'ed the unlimited trials for WAR and AOC, which obviously aren't genuine F2P games, but they can give you a bit of a MMO fix at no charge.
DnD Online, Atlantica Online, Runes of Magic, and Allods Online are all great picks for free to play games and typically you'll see these crop up often on people's best list of free to play games. Eventually if you want to advance in all of them and experience more of the content (especially end game) you'll have to pay though, so just keep in mind if you want these to stay free, you won't be able to advance very far in them (except maybe DnD, since it has an alternative to earning points, but it's going to take a huge time investment).
As mentioned, there are unlimited free trials for Warhammer and Age of Conan, so it's worth taking a look at those also.
Guild Wars is a cheap alternative if you don't don't want to pay a monthly fee. You can get the game fairly cheap.
Lastly if you are open to other options that aren't MMORPGs take a look at League of Legends, Battleforge, Savage 2, or Battlefield: Heroes as great multiplayer games.
While RoM and DDO seem to be the most popular (discounting MapleStory and RuneScape), I have to say that the most fun I've ever had with a F2P MMO was Dragonica. The combat is really different from other MMOs, and very entertaining. It's like what DFO claimed to be, except it doesn't suck.

Check Battle of the immortals and DDO . Great games!
I personaly pay for VIP account in DDO, but if you have enough time you can play it all for free.
RoM is ugly, low-quality and very cash shop depend game. I don't recomend it.
