I have a choice right now, I can either go with being Over Expertise capped, or Under Expertise capped. If I'm Over I'll have 27.1 Expertise. If I'm under I'll have 25.9 Expertise. What do you think is the best choice? The program I'm currently using (iDPS) seems to think I'll be better off being UNDER as opposed to OVER, but I just wondered what you guys thought about this.
If I'm 25.9 (with 26 being the cap) how often will my attacks be dodged/parried? Will it even be noticeable? I know that if I'm OVER the cap I'll never be dodged/parried, but obviously to be over the cap I'll have to sacrifice some other stats for it.

What does your character sheet say? Your expertise is counted in whole numbers and 1 point of expertise reduces the chance you'll be parried or dodged by .25%.
Also, the expertise cap is only a soft cap. Boss mobs have a 6.5% chance to dodge and a 14% chance to parry but mobs can not parry an attack from behind. But since bosses move around so much you wont be able to stay at its back side the entire fight.
I would suggest doing a boss then checking your Recount for how many times your attacks were dodged. It wont be many but you'll have to decide if those missed attacks is a too much of a DPS loss.

You are better off being under.
That said.. you are talking about a infintessimally small DPS change either way. You can theorycraft all you want on a spreadsheet, but miss hitting 1 button during a boss fight will have MUCH bigger impact on your DPS.
