FPS is usually military and the military based ones sell the best.
I guess Darkfall? Not too sure what you're looking for. Even TF2 is loosely military based, even though it sucks pretty hard. My top 2 picks for PC are CoD4 & Battlefield Bad Company 2. Depending on what style you like. CoD4 is fast paced, run and gun mostly, and BC2 is more tactical w/ better physics. The fast paced run and gun kind of sucks though.
I honestly can't think of any game that is a FPS that isn't at least loosely based on military. Even Halo is a future army.

I unno if you've ever heared about Brink but it should come out before 2013 I'd think, its not military based....Guess he could wait for that

Borderlands. You can play it online, offline, with friends and without friends. It also has pretty fun dlc to buy. The best part about it that it isn't a mmo with a ton of grind.

Left 4 Dead 2 is loads of fun and is distinctly not military. It also requires a good bit of thought and creativity to do well.
