well, so far i know only 2 games offer this, which is warhammer online and guild war, i'm really tired of games where u need hours of leveling before u can participate in some pvp action.
Nah, what about Global Agenda? I remember trying the trial, I had to level very little until I could start PvPing. PvP also gave me levels and gear. I didn't play much though so I have no idea if you can get to max without PvE.

Well thats kinda the only option...
FPS is the only game thats head on action with 0 toon progression or dedication at all.
Other wise id have said try Darkfall, but it has hardcore toon progression and only the people (like me) who see having a bomb ass toon like winning a gold Trophy.
Simply time and effort spent is shown in stats and skill over people who havent invested as much.

Most MMORPGs don't build their games that way because they would lose out on 90% of the mmo market. Why would any game willingly take that kind of hit?
To be fair, in several of them you could manage to level up through PvP but it would take a while. WoW's BGs give small amounts of XP, so technically you could do nothing but that to level but it would be slow.

Those are the genres where you can PvP exclusively all day long. Heck a lot of FPS games have some form of leveling up now. Where it unlocks new gear/abilities etc. So if you want PvP but you want leveling, FPS games still fit the bill. But if you specifically want PvP games where player skill isn't ever needed to win, then you'd have to stick to the MMO genre for it.

Yes Global Agenda allows this. It is fun but I do not ever find myself wanting to play more than a couple matches at a time. They need more maps and content badly.

I'm not sure on this one since I've just tried this game in a short time, but try Fantasy earth zero. I think it is more pvp oriented than pvp.
