Last I played CoX was a bit over a year ago, there wasn't much PVP going on. Has CoX mainly evolved into a pve game with minor PVP elements, or is PVP still a major element, as it was 2-3 years ago?

PvP was never a major element of CoH, it was tacked on as an afterthought.
Only a small percentage of players pvp in that game, but there is a dedicated core of them, and the chance of phat loot dropping doesn't hurt.
As it's already been said, PvP wasn't a large focus, but I feel that the PvP population has increased a bit over the last year.
Plus there are new PvP enhancements that give extremely good bonuses when in a PvP zone.
