With the new expansion, can established characters in Paragon City go to the "new world" of Praetoria, or is that only for new characters?
Downloaded and fired up the free trial...the new Praetorian tutorial area had a little activity, then created a non-praetorian character on a couple of different servers (moderate load and heavy load) and checked out the ghost town of Paragon City. Is everyone now in the praetorian stuff all the time? Except for afk'ers and a couple of immature emoters i haven't seen anyone at all...

No, right now Praetoria is just lvl 1 to 20 and only for newly made characters that start out as Praetorians. At level 20 they chose which side they want to be on and move there. For right now there is no way back into Praetoria once you level out of it.
As for the ghost town, I'd say thats more then likely your in the old world lvl 1 to 20 and yes, most people at those levels are going to be found in Praetoria rigth now because its new content. Currently I think the eipc ATs are the only ones you cannot build as new in Praetoria.

Is Going Rogue an expansion pack that you must buy separately if you already had Villains and Heroes?
Going Rogue is an expansion pack. Seperate from CoH/V... for now. It's like when CoV came out. You need it to switch sides with your villain/hero.
As to the poster above, the ghost town also is people doing missions and don't "hang out" like the old days. Freedom and maybe 1-2 other servers do that with RP.
Just to clarify, if you buy the Going Rogue box (or buy it on Steam) you don't need to buy anything else and you don't need an already-existing account. The Going Rogue box is the only thing you need to get started with CoH. You can make an account with it, it comes with one month's play time, and it comes with a few goodies.
There is also a somewhat cheaper digital download of Going Rogue that does not include the extra goodies or play time, and requires an existing account to play. This version of GR is meant for veteran players (though veteran players certainly can benefit from the goodies and playtime that comes with the boxed version if they want to spend $10 more than the digital version).
The boxed version is a far better value for both new and veteran players.
