Gonna have to go with POTBS since it's really the only one I've participated in ship combat in.
I'd rate Darkfall's naval stuff pretty low. Maybe it was good, but it was so rare that why would you bother trying it out if you wanted fun ship combat? Particularly if you were looking for ship-to-ship stuff. Fun to mess around with friends on rafts, but the timesinks required to do anything in the game were excessive and just not very fun.

I would have to concur with axehilt on POTBS has the best. There is also POTCO which you can actually man and aim your individual cannons but its cartoony.UWO i think is more about exploration,trading and nation building than actual impressive ship combat.
