Originally I thought it was going to be a standard billing. In the account center for your account they have a Crysta pay system. The Crysta system is like a lot of other pay to play games where you buy points then use points for subscriptions.
It was announced it will be a $12.99 monthly for 1 character slot, with an addition $3.00 per character slot (up to 3 characters total) and $1.00 per retainer ( Maximum amount unknown).
Now I am thinking it will still be a monthly billing against your card for the monthly, but they are also preparing for some type of pay as you go system with the points.
$1.00 is 100 points, so if you have just basic for $12.99 , that would be 1299 points. They may make you buy points at $15 or $20 increments..which would be 1500 or 2000 points. Then use 1299 of them to play for the month and remaining would carry over.
You PAY for retainers? Which means that the more money your pour into the game, the more you'll be able to control the economy. Meh. Talk about a fair game.

If that's true, then they should charge at least $10 by retainer. And $100 for the game client. And maybe $15 per character. Also, I don't see why they don't sell items since people complain about grind. Since everyone can purchase... They would make much more profit.

You get my point. To charge for in-game useful features when you already charge for a subscription is a BAD MOVE. It breaks the fundamental "fair play" of the game (all players are equal in means etc etc), which is what subscription-enthusiasts seek in this model (as opposed to F2P mall'ed RMT models).
Questionable design, to put it mildly, is still open to debate (UI, core concepts of the game, etc). But this specific decision to monetize retainers is a mistake, especially when they praise the "player-driven economy".
They should rather go cosmetics RMTs a la WoW if they're looking for more money. At least it doesn't break the fairness of the game based on social differences.
They're basically looking at it from a perspective of how FFXI let you buy more character slots and people mostly used those as mules to hold their extra items. So, hey, that's basically all retainers too, and they let you purchase them for a price cheaper than FFXI let you purchase more character slots. I think it's an additional $1/mo per retainer? Something like that.
