The character select screen shows 2 empty slots and one female character coming soon.
You can change your eyebrows, hair and the color of the skin and hair (also height), but all the real options aren't there at startup (like makeup/tattoos/etc), and the avatar customization window is disabled atm. I'm guessing you'll have to buy the good stuff with NX at some point.
