Movement Speed as a way of combatting lag in cities.

So I know that when you weapon is sheathed you go a bit faster. But does anyone else think that, just like in FF11 if you had a certain item in a city you could move faster, that that aspect should be in all cities for all people. Just imagine if people can move from point a to point b and get their stuff done in the city faster , then their will be less people in the city cutting down on lag in high congested areas. Of course lots of retainers and such will be there, but if while in the city we have the option of moving faster wouldnt people go through their business faster and get out of the city. Ofcourse remember that you can still choose to walk, if you want to be immersed in the game or want to take your leaisure etc.

I find it personally that it is a bad idea. It feels like lazyness and less inetraction for the win, or something like that.
I think the speed difference with weappon sheathed / unsheathed should be increased.
