The IP restrictions are there for a reason. One such reason is that groups appear to be p2p hosted by the group leader and each party member has a ping meter. By limiting the geographic regions in which the game is played, better quality for grouping can be more readily assured.
Also, Nexon may not contractually have the right to publish the game anyplace else, but North America Who knows?
The bottom line is "live with it". It's not your game, you didn't pay for it and they don't own you anything.

I'm not quite sure how Nexon deals with stuff, but they definitively have the rights to publish those games in EU. They just take a lot of time, or perhaps Nexon EU hasn't been able to pierce the market just yet so they are improving slowly (Mabinogi launched in late 2009 in EU).
One thing that needs to be said, is that Nexon isn't only a publisher, Nexon Korea owns several game developer companies ( the group behind Dungeon&Fighter for exemple, can't remember the name, think it's Neopole). Nexon has different plans, what are they, I don't know and can only speculate at this point. That said, they do have the publishing rights for most of their games in NA and EU.
The bottom line is "live with it". It's not your game, you didn't pay for it and they don't own you anything.

I'm helping the OP understand the reality of the situation, like it or not. The OP is (immaturely) complaining about the rules set forth by the publisher and his inability to get around them. It's their game, their rules. Am I supposed to give instructions for bypassing the blocks - something that's probably not allowed on these boards under the Rules of Conduct (specifically pertaining to Third Party Programs)?

I thought it was just me, guess they "fixed" it. I would play Dungeon Fighter Online, but only by myself.
