Does this mean Going Rogue didn't attract as many subscriptions back to their game as they hoped? Or is this just part of the standard practices of MMO companies?

I would say standard practice because the servers are busy whenever I'm on. From what I've been told it's not as busy as it used to be a few years ago, but I see people all over the place and have no problem joining teams.

Future: The Repopulation, ArcheAge, Black Desert, EQN
It's pretty standard practice, these days. AoC did it. I think LotRO did it for SoM, and often does it for their seasonal festivals. WoW has done it in the past; I recall getting one for their first expansion. Pretty sure CoX would have done it either way.
Hopefully I'll get a chance to play. I always try to make it, at least for a little bit, during their free weekends.
Good timing, my trial just expired and I was having fun on my Brute.
Actully CoH always has at least 1 free weekend during the year and with the release of Going Rouge the servers have gotten quite busy of late. They use the free weekend to invite old players to come and see whats new. But thats just my personal experiance
This, I want to get back in to CoX and I think I will end up subbing before the free weekend even comes :P
