Basically certain sections are ghost towns, being starter areas and low level areas. Towns such as Giran and higher will be populated more and most have move to the new contient added last year. All i can say is keep leveling up and eventually you will see more people. My experience is based on playing on the NA server.
advice about lineage 2....dont play retail haha ive played this game since first beta in 04 which i played retail for 2 years i regret doing so......if u want to sit there and grind for 1 year just to get 76 keep playing lol and the games really bad with gold farmers so id save your money and just play *cough* server pm me for more info :P
Have to disagree on some of your info, no way it takes 1 year to make 76, 6 months top to make that level and the gold farmers and bots where not that bad when i left a year ago. Although i would say things made by the players are expensive to buy in game.

kay well first off, i made a character in the EURO server and have seen nearly NO ONE. is the other server more populated or is it just dead now?

A good amount of the playerbase is in the higher level areas. Go to Giran and Aden and you will see more people.
My advice, since the changes, is to do the quests in the starter areas as that will give you a good xp boost (wasn't like this at launch, let me tell you).
If you can find a clan that will put you into their academy they might help you here and there. I hate to say it but Lineage 2 is what you make of it. You are going to have to find it in yourself to level up, learn the economy and make your way to the higher levels. It is easier to level now as it used to take about a week to get to level 20.
It's not an easy game but it can be a great game if you remember that the content reall is about player vs player interaction.

It is easier to solo as a damage dealer but if you want to get into groups easier you might want to look into a support class. Getting into grind groups and kamas easier also means more opportunities to get into clans and more networking in general. More names to put on your friend's list. It is a good way to start a new game and break into an established community even if you eventually end up back doing a DD class or tanking or whatever.
What support class? Healers are always popular. Buffers are also in high demand. Lots of clans look for Blade dancers who give great buffs and still do reasonable damage and can take a few hits. Not a bad balance. Warcryers are also much sought after. Prophets can be rough because they are so easy to dual box so you end up competing with non-people for a spot. And they don't heal or do damage well.
And yeah, you wont see anyone in the starter towns but it is fast and easy to get to level 18 so you can move on. Get to Gludio and Gludin and you will start seeing people and it just keeps getting better as you get higher up.
With the merges you should start seeing people as soon as level 15? At least in other towns other than the starter zones. Even dion is pretty populated now. At least on the NA server.

I can never be there when the GM shows up.
Yeah me neither, they say 3 minutes in chat to get to the gatekeepers, I show up 2 minutes after that announcement, and find out I just missed them.
On another note, the server is on heavy traffic right now, which is insane, I haven't seen that since like C5.
