Well if we're making dream lists that stretch beyond the main DC-verse, then I'm throwing Constantine's name into the mix for a magic mentor.
Awww, you say Constantine before Dr. Fate as a magic mentor? Feh, Dr. Fate should of been the very first magic mentor.
You get a fair bit of interaction with Fate in the game (and assuming the talk of more mentors is true, he's almost a certain magic one), so I figured I'd name someone else.
Heck, I didn't name Zatara, Zatana, or Marvel, either :P
The most important component of a character being considered "iconic," and thus being a great option as a 'Mentor' is being universally recognizable. Not only do the people of our generation all know who Superman, Batman, and Wonder Woman are, but so do our parents, and our grandparents, and in many cases even our great-grandparents. Any country, any language, they know those three characters.
Looking at it that way, I have to agree with the Flash as the top choice for the next Mentor position. Captain Marvel and Green Lantern are decent options after that. The Martian Manhunter is a bit too obscure, despite his age, and also misunderstood (I doubt anyone that isn't a rabid comic book fan can tell you anything about him, and his powerset is a jumbled mishmash.) Etrigan, while cool, is a fairly unknown minor character.
After that, you might want to look at characters like Hawkman, The Atom, Aquaman and Dr. Fate. They still have great chances of being recognized and understood by non-comic-readers of several generations. Most anything else the average person won't know or recognize. This means a character that creates less of an effect for the audience overall, and requires more work from the little Billies making the game.
But really, beyond the big three, and maybe The Flash, anything else is a big stretch.

when I saw him in action my immediate thought wasn't to laugh like the pretty boy in the old comics or the old cartoons or to groan at how utterly retarded he is like Batman Brave & the bold but to instead say HOLY CRAP AQUAMAN IS A BADASS!!

To people who actually read the comics, he is one of the most over powered characters in the dc universe. He can explode things by running through them, basicly has super strength and invulnerability, and can pull new powers out of his ass and they just through out "Speed force!" as the excuse.
And i'm pretty sure with the magic guy they would go with Dr. Fate.
I don't know if they need to mass appeal for this game since it's only going to appeal to a non wow playing niche, they might as well just embrace said niche.
I admit Circe doesn't leap out in my mind as a major baddie in the DC Universe, but since Wonder Woman is famous, they prolly used her arch nemesis as a mentor for the villains.
On a side note, I believe the level cap at launch will be level 30. I wonder how SOE will utilize these mentors. Will Robin be a mentor for lvl 1-10? Batman for level 30? and perhaps Green arrow or another mentor for 11 -20?
Or will they spread the mentoring out based on gear they can hand out?
Mentors are: Batman / Joker - Tech Superman / Lex - Meta Wonder Woman / Circe - Magic
Other heros and villians offer stuff to do, but those are the mentors. They are the ones that guide you through the game.
Guess it's a matter of semantics then. I'd figure anyone that shows me the way, guides me down the path I chose, and supports me (Like giving me an iconic suit) would be considered a mentor rather than a random joe blow.
