I'm currently level 7 and I'm trying to level up my battle class, and it is insanely slow.
I tried killing ships. I went out, found a group of 3 pirates, each ship had 110 dura, 10 cannons, and 15 crew. I killed all 3 of them. It was an epic fight lasting 30 something days. I went through 20+ munitions, and over 15 timber, I lost 5 crew, and both my masts were destroyed. I sailed away with 35 experience and 15 fame. I need over 600 to level up, and this huge battle killing enormous ships at great loss gave me... 35 exp? WTF?
I tried questing. The mediator told me there was a fleet of ships preventing trade ships from entering a nearby town. I valiantly sailed out to suppress them. 20 days later their wreckage laid at the ocean floor and I had gained 20+ exp from the battles. I sailed back to collect my reward and was quite disappointed with the 14 exp. This was a 3 star mission (once again, I'm only level 7) the battle was tough, it was a long trip out and back, and all I got was 14 exp? Once again, WTF?
I see people sailing around at level 20+ battle, how are they doing it?

I have found the early levels are esspecially slow to level because you're choice of ships and income is rather lacking. Things get easier once you start getting proper warships like a Battle Caravel or a Light Galley. Once you have a larger ship you can take on larger npc's and depending on several variables you'll get a lot more XP for them. Once I got a barbarian galley I started going up quick by killing npc's and spamming missions. It does seem like maritime prgression is a lot slower then the other classes and im assuming all the battle lvl 20+ people have been using the 30% xp gain items from the cash shop, tohugh i could be wrong. My advice to you is to save money and get the best ship you can which for your level right now would probably be a light caravel though you might be able to get a light galley. If you're gonna do mission for now, stick to ones with 1 or 2 stars as the higher ones will probably far outclass your ship and abilities. Not to mention will probably wind up costing you a lot more to complete then it would be to actually do them.
Do maritime missions for exp, fame & to level your skills.
Get to lvl 13 battle & buy a barbarian galley from the bazaars. Start attacking small ships & avoid loss by fleeing from larger fleets.
For fast exp & fame do landing point mele, check the levels of npcs at each landing point. Take with you 100 of piza or any fatigue/vigor recovery food plus some red return ribbons.
Do all schools, boring but it worth the rewards.

North of stockholm landing point kill lvl15 viking npc's
East of athens for lvl17 & so on......
At early level, fighting ships is faster in close melee fighting rather then cannoning the ships.
So get yourself a galley (or try getting the level to have one), and let a shipbuilder refit it with full sailors, losing a bit of cargo.
You will have to learn rowing skill and abordage to be effective. And a few melee skills also (swordplay, and at least 1 melee buff skill like tactics for example).
Melee fight are real quick compared to cannon fighting. And if you can melee the admiral, the fight can be over in 10 seconds. Ships at your level usually have really few sailors, except if you attack galleys.
The game is not like what you maybe accustomed to. Do not try to grind it by just killing enemies.
Also it is not class based, while they ask you to choose one at start you can change that anytime you want and at one point you will, the Classes are just guide to grouping of Jobs that have different Favorite skills. You will end up having many skills from all three Paths...I think a better term to describe classes in UWO.
Follow the school quests at least to intermediate level graduation by that tim you should be 9-10 in battle area. And a pretty good idea of howtheprogression system is setup which will help you create your own build of skills.

relue of this game is make money first before you start doing battles I saved up for a large caravel now all the fights are fast fun and easy 38 cannons blow them up real fast
In the port of Faro, there is an Item called the Reserve Candle. It is cheap, deadly, and it's one drawback is that it does not stack. Oh, and it is hard to aquire early, if you are somewhere else, other than, Lisbon or Seville when you start. Because if you don't start there, you will likely be battle level 8 or 10 before you see it the first time. With it a lvl 0(zero) can beat the first 5 levels of ships with out even firing his/her cannon to win a battle or doing any hand to hand. With 2 or 3 of them in hand a bergintine (lvl 3/0/5 boat) can sink 3 vessels, each 3 times its size, and with 2 or 3 times as many crew at the same time in one battle, and get 85 exp in battle and 25 to 50 fame points.
Boy oh boy, do I love them.
This is a very slow game. Much like the original NES/SNES classic. It will eat up a lot of your time.
make sure you change your job to a maritime job. It sounds like you do not have a maritime job and you would get less exp in that case.
