So I am just doing a little beta research like I do before mmo releases while considering whether to buy or not, and I have heard the title phrase a few times now about DCUO. Usually justifying the criticism of 30 levels and quick leveling curve.
So I was wondering what is there to do at max level?

Currently at max level you have the following:
Feat collection (Feats are worth 5, 10, 15, 25 points): After collecting 100 points you gain another skill point. The more skill points you collect the more powerful (Spending points on stat buffs) or diverse your character can become (Choosing different weapon skills or movement attacks/powers).
Collecting Investigations/Briefs: You can gain unique costume pieces and styles from collecting these throughout the game.
Alerts Normal/Hard difficulty: You can do daily 4 man alerts to collect marks for purchasing iconic armor that is associated with your mentor. The marks given for these is used to collect the armor that will aid you in alerts (Tier 1 armor).
Duos: These are instanced missions from the solo leveling that have had their difficultly increased, along with the addition of mini-bosses, and various gear drops, that is meant for two people to complete in cooperative gameplay. These also drop marks used to gain your first set of iconic armor (Tier 1 armor).
Raids: These are the big 8 man instances that require a lot of teamwork to complete successfully. They provide the best loot and marks toward collecting your highest level iconic armor associated with your mentor (Tier 2 armor) These are done weekly an increase in difficulty as you progress from raid to raid. Easy to hardest would be Outer Caverns, Batcave, Khandaq. (There may be one in there I'm forgetting)
Solo Challenges: These are daily missions you can do that much more difficult versions of missions you've done in the past. They are quite a bit more difficult than the missions you experienced before, but drop alot of good level 30 gear and marks that can be used to collect unique styles or marks that can be converted into marks for tier 1 armor.
Then there are the PvP systems that you can do, such as legends mode which lets you play as iconic characters like Batman, Bane, Joker, Robin, etc. Winning these gets you pvp cash and marks toward collecting iconic pvp armor. Or the PvP Ring wars that are held several times per day.
The end content is pretty grindy like a lot of other games, so it's easy to burn out pretty quick, but the game is a lot of fun. I'll definitely be playing, even if I have to wait for more content to give us more to do than repeat the duos, raids, alerts, etc.

How many hours does it take to reach max level?
If you are a person that plays several hours a day you will be at 30 within 3-5 days.
A casual player can probably do so in twice that amount of time or less.
It seems a lot like the GW model. It eliminates the grind, but it needs to be replaced with some purpose. Storyline and content can only provide so much to do, so hopefully other things like feats, and pvp will be good enough to keep people entertained.
It took me about 3 weeks along with a couple of low - mid-level alts.
I played extensively and had a 30 of every powerset (2 in some) and some characters I never finished before beta. So, I played several hours a day during my time off and managed to always get my characters to 30 in 3-5 days. Even though before the december patches I could do it in 2 to 3 easily.
I'm curious to how often you played each day that it took you three weeks?
I'd imagine you and are at opposite extremes.
If you're a PVP nut like than Feats are going to be the way to go, some are hard to attain, others are easy. But as you level your feats you can expand into other weapon sets, for instance say you're a Brawler, at about level 15-20 you'll have more than enough feat points to spend into the Brawling tree, so let's see we want to expand our arsenal into the Duel Wild Pistol Tree. All of these tree's provide statpoints for the first of every combo point, wether it just small things like +10 to hp, +2 % Crit dmg. In the end it will all add up
So I'll be tweaking my PVP character with every darn stat point I can, and every best piece of gear I want. Can't wait to wear Supes cape!
2-3 days is more than enough to get to 20. Players were getting to level 16 in 4 hours. Though alreayd experienced in missions/etc.
I am not sure the leveling curve will remain the same for release. I've seen many games change it for release, or even shortly after release.
