Well, i was reading the lore. then i saw what your wrote. It says they are legends. So if we were to have that race then that lore they just gave us would not be true anymore. Thats what i think.
And Lawlzz to what you said, the vegtable people...
They're legends to the southern races at the beginning of gw2, but obviously exist in the game, otherwise they wouldn't have this amount of detail on them
It's like the margonites in nightfall. They were just legends until they were summoned

Well, you see them in the teaser trailer...
We'll probably see/hear more of the plant ppl (lol) when their intro cinematic is revealed
The Kodan look like they and the Norn will have some interesting discussion, ahead!
I doubt they will be playable in the future. They don't seem to bring enough variety to the table. They seem like hulking brutes. Which we have two of those races already, charr and norn. Tengu on the other hand, could bring alot. Very tribal much like the native americans and samurai.
Hmm, I'm wondering what part the Kodan will play in the game...friend or foe. Would be kinda cool to see them as a race in a future expansion.
A lot of the races are situationally grey: ie sometimes friend and sometimes foe. They likely work out that the Norn have to gain the respect of the Kodan (foe) before they can further learn more about them and maybe help them (friend)?
The Kodan strictly adhere to their culture, it wouldn't make sense to have random Kodan running around adventuring as that doesn't seem to be something any of them do.

Well since my argument is their culture is unsuitable as a playable race then obviously if hypothetically their culture was no longer adhered to then sure. However for the time being it just doesn't make sense. Tengu would be my next guess/hope for a playable race in a future expansion.
They have obviously been hit by the Elder dragons too so there's a common ground for us to have them as friendly NPC's, playable race maybe in a future expansion but I too would rather play a Tengu.
Exploring the realm of the Kodan sounds sweet, massive floating citadels in a frozen sea, could be we may discover them earlier, we are going to have lots of underwater stuff in GW2 so underwater exploration leading far in to the frozen seas of the north all ties in quite nicely, I can but hope

I don't trust a race that thinks it has the divine right to judge the other races. I think they're a threat.
