The game will release in Q3 2011, near the end. The big CEO of Bluehole Studio's in Korea announced it yesterday. The Korean version is set to release in may/juni while we can expect the Westernised version to be out near September 2011.

The korean version launches in a couple weeks.
I would also suggest people don't put absolute faith in a google translation of an article. Here is a human translation of the interview.
Q. What are the plans for a foreign release?
TERA Japan will launch in the first half of this year and the NA/EU test will begin a month after that. The game is sure to launch in Japan, US and EU this year but the exact date is yet to come. US/EU will be launched at the same time and both US and EU publishers are keeping that in mind and getting ready for an OBT.

Well this will give me more time to get a better computer lol. Plus I can enjoy some console titles. Still need to get the balls to beat Demon Souls...
