I'm looking for a game where players can have some sort of effect on the world. Whether through buildings, large scale pvp and ownership etc...
Only games I know with this (that are any good) would be EVE Online (don't like it though, want something more 'involved', hate the waiting, time based skill system), WAR (though it isn't done that well in my opinion since its based on reseting tiers), SWG (dead), and Darkfall (Grinnnnddddddd).
What would people suggest? Or should I just stick with WoW till something better comes out (like GW2, may not have ownership, but it does have a changing world, which is close enough for me)

A game where players' actions have an effect, huh? Aika is like that through the always active relic/nation war system.
You, as a nation, fight to obtain relics and you take them by raiding other nations. Those relics give buffs to your nation if you place them at your devirs/temples. So it's a constant tug-of-war for ownership of those things (which give bonuses like additional 10% patk, EXP Gain, Additional HP - for EVERYONE in your nation), and it's a live war where enemy nationals can just raid you. It's a 24-7 battle.
It's a fun PvP system. Just check it out if you want.
....by the way, when I said nations fight, I mean ALL Citizens, and there are HUNDREDS of citizens! So... good luck!

Check out Xsyon, could be what you're after.
Head over to that forum to check out some recent reviews/impressions to get an impression of the state of that game.
Never heard of Aika, sounds interesting.
If you want a game where players/people have an impact on the world.... play...
WOW!
Oh! I remember a VERY good game too. It's a Browser-based game though, so I'm not sure if you'd like them. AQ Worlds is a game updated every week, so there's always something to do there. It's worth checking out too.

Mortal Online is supposed to be that way but so far haven't seen any changes in the world other than players who built their keeps and housess and stuff.
Mabinogi is kind of like that but not exactly. It's more about following the story line to get into the game. You really feel like you have been part of the changes in the world when you do the story line because it has cut scenes that put your character in the place and you have to be the one to complete certain task.
wasnt global agenda supposed to have something like this?
like someone has to take a node and hold it and they gain territory or some jazz?
As someone else just said, I think you really should check out Xyson.
Mortal Online or Xsyon would be good to look into.
I'd recommend Perpetuum as well, but you didn't care for EvE, and they are very similar.
Hell hath no fury like an MMORPG player scorned.
Check out the feature list of Xyson and this video review:

Xsyon highly reccomended, and also Wurm Online.
The reason I didn't like EVE were based on two things.
1.The combat felt slow and uninvolved, like I could make a bot program that could play the game y'know?
2. People always say "NO GRIND!" Well to me, having to wait months on end to get the ship I want, is a huge grind.
WoW, you have zero effect on the world. Save for the world pvp area (Tol Borad) which I don't even count since all you really get from it is some shitty dailies that lose meaning after a month (as they have for me), and a crappy, easy, raid.
I looked up Perpetuum, and while it looks interesting, it looks more like an MMORTS. I like the feeling of controlling and "being" a character.
Aika looks like just another Korean grindfest >>
Xyson looks very interesting though, like dwarf fort online.
I tried Wurm online for awhile, back when 4chan was in on it for a time. I loved it, but had issues with how clunky and incomplete it was.
